Requiring Compliance to RMC No. 25-62 Re-submission of Sealed Combination of Steel Safes or Vaults by Accountable Officers

February 14, 1968 REVENUE MEMORANDUM ORDER NO. 15-68 SUBJECT : Requiring Compliance to Revenue Memorandum Circular No. 25-62 Re-submission of Sealed Combination of Steel Safes or Vaults by Accountable Officers, and Amending Certain Portions Thereof TO : All Revenue Directors, Chiefs of Administrative Branches, Revenue Collectors, Cash Clerks and Others Concerned This Office has received numerous requests from the different Regional Offices to force open the safes or vaults of Accountable Officers who had either died or for one reason or another failed to report for duty. In order to avoid recurrence of similar situations, strict compliance with the instructions contained in Revenue Memorandum Circular No. 25-62, dated July 25, 1962, quoted hereunder, is hereby reiterated. cdtech "All Revenue Collectors and Cash Clerks having received vaults or safes with combination are hereby required to prepare the combination to open said vault or safe to be sealed in General Form No. 85 in accordance with the instructions contained in said Form. The combination of said vault or safe must be known only to the accountable officer having custody of said receptacle. After the proper accomplishment thereof, the same should be submitted to the Regional Director of the region where the accountable officer is assigned." However, after accomplishing the preparation of the combination and sealing the same in General Form No. 85 as stated above, Revenue Collectors and Cash Clerks shall submit said sealed combinations to the Chiefs of the Administrative Branches, who have been designated as accountable officers in their respective regions and not to the Regional Director as provided for in Revenue Memorandum Circular No. 25-62. The amended portion of said Order shall therefore read as follows: "After the proper accomplishment thereof, the same should be submitted to the Chief, Administrative Branch of the region where the accountable officer is assigned. In order to insure the safety of these sealed combinations the Chief, Administrative Branch must see to it that he is provided with a steel safe for safekeeping of the same, the combination thereof sealed in like manner to be submitted to the Revenue Operations Head (Administrative Services)." Revenue Memorandum Order No. 25-62, dated July 25, 1962, on the subject "Combinations of steel safes and vaults properly sealed in General Form No. 85 submission of-" is a BIR issuance. If there is need to remind officials and personnel of its provisions, it is suggested that it should just be reproduced and distributed with a memo-note from the Commissioner enjoining compliance thereof. As no amendment is involved, to reissue the order as proposed would merely confuse those to whom it is directed and those in the National Office who are trying to simplify further the Bureau's issuance system. ABRAHAN Revenue Operations Head (Management Planning) February 9, 1968 MEMORANDUM for The Revenue Operations Head (Management Planning) Attached is a proposed Revenue Memorandum Order amending certain portions of Revenue Memorandum Circular No. 25-62, dated July 25, 1967, re-submission of sealed combination of steel safes or vaults required of Revenue Collectors and Cash Clerks of the Bureau of Internal Revenue, and reiterating strict compliance with the instructions contained therein. With the proposed Order, the responsibility of safekeeping the sealed combinations submitted by Revenue Collectors and Cash Clerks shall be transferred from the Regional Directors to the Chiefs, Administrative Branches, the latter officials having been designated as accountable officers in their respective Regions. cdtech The proposed order is in accordance with our internal management document system.
