March 1, 1994 REVENUE MEMORANDUM ORDER NO. 14-94 SUBJECT : Election of Representatives to the Selection Board TO : All Revenue Officials and Employees In conformity with the Bureau's Merit Promotion Plan, and pursuant to CSC MC No. 18, s. 1988, as amended by CSC MC No. 38, s. 1989, relative to the membership in the Selection Board, a general election to select two (2) representatives of rank and file employees, one (1) from the First Level and one (1) from the Second Level will be held on March 18, 1994. The campaign period is from March 14-17, 1994. The conduct of the election is Service-wide/Region-wide. The result of the election should be submitted to the Office of the Commissioner thru the Chief, Personnel Division on or before March 23, 1994. Please be guided accordingly. cdt LIWAYWAY VINZONS-CHATO Commissioner of Internal Revenue ANNEX A Republic of the Philippines CIVIL SERVICE COMMISSION (Komisyon ng Serbisyo Sibil) Quezon City MC No. 38, s. 1989 MEMORANDUM CIRCULAR SUBJECT : Amendments to Memorandum Circular No. 18, s. 1988 TO : All Heads of Departments, Bureaus and Agencies of the National and Local Governments, State Colleges and Universities, including Government-Owned or Controlled Corporations The pertinent portions of CSC Memorandum Circular No. 18, s. 1988, are hereby amended to read: "1. . . . (d) Two representatives of the rank and file employees, one from the first level and one from the second level who shall both be chosen by the duly accredited employee association in the Department or Agency. The former shall sit during the screening of candidates for vacancies in the first level, while the latter shall participate in the screening of candidates for vacancies in the second level. In case there is no accredited employee association in the Department or Agency, the representative shall be chosen at large by the employees through a general election to be called for the purpose." It may be mentioned that in the meantime that the Civil Service Commission has not yet come out with a definite categorization of managerial positions, from Assistant Branch/Department Managers up, in government corporations, candidates for appointment/promotion thereto shall no longer be screened by the Selection Board: Provided , That the merit and fitness principle enunciated by Civil Service Law and Rules will still be observed in evaluating the qualifications of the proposed appointees. TOMAS Chairman ANNEX B Republika ng Pilipinas KOMISYON NG SERBISYO SIBIL (Civil Service Commission) Lungsod ng Quezon MC # 18, s. 1988 [MEMORANDUM CIRCULAR] SUBJECT : Merger of Selection Board and Promotion Board into Selection Board and Providing for the Guidelines Thereof. TO : All Heads of Departments, Bureaus Agencies of the National and Local Governments including Government-Owned or Controlled Corporations and State Colleges and Universities. To ensure uniformity and simplicity in the implementation of policies, standards and procedures on personnel selection and promotion systems, the Civil Service Commission hereby prescribes the following guidelines in accordance with CSC Resolution No. 87-405 dated October 23, 1987 and No. 88-520 dated August 1, 1988: 1. There shall be created/established in each department/agency of the government only one Board to be known as the Selection Board to be composed of personnel therein. The functions of the Selection Board shall cover both the recruitment and selection of employees in the first and second level of the career service who are entering the civil service for the first time or are being re-employed/reinstated, and the screening of employees who are considered for promotion. The Board shall have the following composition: acd (a) An official of the department/agency directly responsible for personnel management; (b) A representative of management; (c) A representative of the organizational unit which may be an Office, Department or Division, where the vacancy is; (d) Two representatives of the rank-and-file employees, one from the first level and one from the second level who shall both be chosen by the duly registered/accredited employee association in the department or agency. The former shall sit during the screening of candidates for vacancies in the first level, while the latter shall participate in the screening of candidates for vacancies in the second level. In cases where there are no employee associations in the department or agency, the representatives shall be chosen at large by the employees through a general election to be called for the purpose. At the regional level, the Board may have three (3) members: Chief/Head of the Administrative Office/Unit, a representative of the rank-and-file employees who may be chosen by the employees thereat, and a representative of the organizational unit where the vacancy is. cd i 2. The CSC shall no longer appoint representatives to sit as members in said Selection Board. However, the CSC Field Office may be consulted to clarify relevant issues on Civil Service Law and rules. The campaign period is from March 14-17, 1994; 2. Candidates must be of good moral character; 3. No pending administrative and/or criminal charges filed against him/her; and 4. Has been with the service for at least 5 years, prior to the conduct of the election.
