Reshuffle of Collection Agents

April 19, 1991 REVENUE MEMORANDUM ORDER NO. 14-91 SUBJECT : Reshuffle of Collection Agents TO : All Regional Directors and Others Concerned In view of the policy of the Bureau to reshuffle personnel to attain maximum operational effectiveness in the delivery of public services and break up fraternization between revenue personnel and taxpayers, the Regional Directors are hereby directed to effect a general reshuffle of Collection Agents assigned in the various municipalities, towns and cities within their respective regions, subject to the following guidelines: 1) All Collection Agents who have stayed in their present assignments for more than five (5) years, without exception shall be reshuffled. 2) Transfer shall be from one district to another within the same region except Revenue Region Nos. 4A, 4B1, 4B2 and 3B which shall be from one district to another in another region. acd 3) Collection Agents in Revenue Region Nos. 4A, 4B1, 4B2, and 3B shall be transferred to districts outside their respective regions, within Metro Manila, and their transfer shall be effected by the National Office. For this reason, the Regional Directors shall submit to the Commissioner on or before May 15, 1991, a list, showing the names of the incumbent Collection Agents, their residential address, position and length of stay in the unit. 4) The Regional Director shall see to it that the Collection Agents shall be cleared of all pending papers, money, property and other accountabilities in their possession before allowing them to report to their new assignments as required pursuant to Revenue Memorandum Order Nos. 58-75 and 36-87 dated October 27, 1975 and November 10, 1987 respectively, and 55-77 dated November 16, 1977 on the disposition of cash book of accountable officers. Additional guidelines applicable to situations peculiar to a region may be formulated by the Regional Director subject to the approval of the Commissioner.
