August 9, 1971 REVENUE MEMORANDUM ORDER NO. 14-71 SUBJECT : Submission of Estimates on Consumption of Essential Office Supplies Every Fiscal Year TO : Revenue Operations Head, Revenue Regional Directors and Others Concerned. Executive Order No. 274 dated November 24, 1970 of the Office of the President requires the submission of an annual program of procurement by departments, bureaus, offices and agencies by the National Government. To enable the Bureau of Internal Revenue to comply with the requirements and present to the Bureau of Supply Coordination the program projecting the procurement of essential supplies, starting July 1 and ending June 30, of every fiscal year, there are hereby instituted, procedures for the guidance of all concerned on the aforementioned subject. The Office of the Commissioner, the two deputies and the Assistant to the Commissioner, the National Coordinator, the Revenue Operations Head, and the Revenue Regional Directors, shall prepare and present their estimates of consumption of essential supplies including the estimated consumption of the Divisions under their respective office and/or department and the offices within the region namely, its branches, Revenue District Offices and Collection Agents, starting July 1 and ending June 30 of every fiscal year and indicating therein, the number of personnel in each unit of office or organization. The estimated consumption of supplies from each of the various offices mentioned above shall be forwarded to the Revenue Operations Head (Administrative Services) Attn.: Chief, Property Division not later than March 15 of every year. Nevertheless, during this fiscal year, starting July 1 to June 30, 1972, you may present your consolidated estimates not later than the end of the 1st quarter ending September 30, 1971. cd The reports received should be collated and should be used as the basis in programming for the procurement of supplies essentially needed for the next succeeding quarters, if no further changes are made during the period by the officials concerned, responsible for the submission of said estimates. An amendatory program may be submitted any time during the fiscal year if changes are made affecting the list previously submitted. The Chief, Property Division, who is the Property officer shall collate all the list or report submitted by all officials concerned and said reports will serve as the basis in formulating the annual Procurement Program of the BIR every fiscal year to be submitted to the Bureau of Supply Coordination in compliance with the Executive Order No. 274 of the Office of the President. A copy of the form to be used is herewith attached for uniformity of actions in the presentation of the required estimates for one fiscal year. Enjoining compliance by all concerned. MISAEL P.
