February 11, 1993 REVENUE MEMORANDUM ORDER NO. 13-93 SUBJECT : Prescribing the Wearing of the New Sets of Uniforms for 1992 by All Employees in the Bureau TO : Deputy Commissioners, All Assistant Commissioners, Regional Directors, Assistant Revenue Service Chiefs, Division Chiefs, Branch Chiefs, Revenue District Officers, All Employees and Others Concerned Effective April 1, 1993, all employees are required to wear their new uniforms pursuant to Memorandum Circular No. 14, Series of 1991, Civil Service Commission. To allow sufficient time for washing, the following schedule on wearing of uniforms shall be followed: Male Employees Monday and Thursdays - White Barong Tuesdays - Cream Barong Wednesday - Wash Day Fridays - Blue Polo Barong Skilled Employees - T-shirts Female Employees Mondays and Thursdays - Red Wednesdays and Fridays - Wash Day Tuesdays - Blue In order to strictly adhere to the use of the uniform, the following are prescribed: 1. On those days when employees are exempted from wearing the prescribed office uniforms, they must be dressed appropriately; preferably business clothes but no party attire, picnic clothes, nor sandos should be worn at work. cd 2. The use of tightfitting seductive, micromini and gauzy/flimsy/transparent dresses by female employees shall be prohibited. 3. The wearing of walking shorts, leggings, tights, jogging and maong pants, culottes, pedal pushers, or other similar attire by female employees is likewise prohibited. However, pantallons or such other pants worn for formal occasions are allowed. 4. The use of too much costume jewelry, flashy bangles and similar accessories shall also be prohibited. Conversely, ostentatious display of expensive jewelry is strongly discouraged and prohibited except for special occasions and official celebrations. 5. Wearing of heavy or theatrical make-up is prohibited, likewise it is considered taboo to use curlers, turbans and bandanas during office hours and within office premises. 6. The wearing of slippers, sandals, bakya, etc. in office premises is banned. 7. The above prohibitions apply to all employees whether permanent, temporary or contractual. 8. Expectant mothers shall not be required to wear the uniform after the third month of their pregnancy. However, they should wear appropriate maternity dresses and not dusters or dresses of floor length during pregnancy. cdt RESPONSIBILITY OF IMPLEMENTATION All supervisors shall be held responsible for strict implementation of the above rules. Employees who are not in proper uniform shall be considered absent for the day. The supervisors concerned shall report to the Assistant Commissioner (Inspection Service) the employees who repeatedly failed to observe the proper use of uniform for disciplinary action. Violation shall be dealt with administratively in accordance with Chapter 7 - Discipline, Executive Order No. 292, Administrative Code of 1987, Book V, Title I Constitutional Commission, Subtitle A, Civil Service Commission.
