April 9, 1985 REVENUE MEMORANDUM ORDER NO. 13-85 SUBJECT : Age Limitation for Appointment Purposes TO : All Regional Directors, Chiefs or Administrative Branches, and Others Concerned Quoted hereunder, for the information and guidance of all concerned, is Ministry of Finance Memorandum Circular No. 4-85 issued on March 18, 1985. cd "It has been observed in several instances that persons over forty (40) years of age and/or have rendered government service more or less for a period of twenty (20) years, are recommended for employment in the Bureaus, Offices or Units of the Ministry. Such practice is not favored as retirement benefits are charged against the Employers and the limited financial resources of the Ministry can be unnecessarily depleted in terms of retirement benefits after rendering a few years service to the Ministry. "Accordingly, as a matter of policy, all Heads of Bureaus, Offices and Units under this Ministry are enjoined to refrain from proposing appointments, whether original, reinstatement or by transfer, of persons over forty (40) years of age and/or have rendered government service more or less for a period of twenty (20) years. cdt "This Circular shall take effect immediately and all concerned shall be guided accordingly.
