February 3, 1966 REVENUE MEMORANDUM ORDER NO. 13-66 TO : All Officials and Employees of the Bureau of Internal Revenue and Others Concerned For the information, guidance and compliance of all the officers and employees of this Bureau, there is quoted hereunder Department Memorandum Order No. 1-66 of the Honorable, the Secretary of Finance dated January 28, 1966. "For the information and guidance of all officials and personnel of the Department of Finance, its bureaus and offices, as well as those in local governments, direct or indirect participation in any campaign which would involve the solicitation of funds or articles for civic, charitable, religious or whatever purpose is hereby strictly prohibited. cdll "This Department is cognizant of the fact that private firms and individuals, being taxpayers or otherwise deal with the Department of Finance and its bureaus, agencies, and instrumentalities on matters involving money, exercise some moral influence over such firms and individuals and the solicitation of funds or articles from these sources is considered not only improper but morally reprehensible. "On the other hand, the generosity of such firms and individuals in such campaigns could possibly be misconstrued as a basis for future reciprocity of such officials or personnel wherein the exercise of their official duties might be misused in returning such favors to the prejudice of the interests of the Government. Such a situation, particularly in the proper enforcement of the tax laws which are under administration of the Department of Finance and its agencies and instrumentalities is intolerable and should therefore be stopped. "Violations will be dealt with severely in accordance with applicable rules of the Civil Service Laws and regulations.
