January 20, 2000 REVENUE MEMORANDUM ORDER NO. 13-00 TO : All Internal Revenue Officers and Others Concerned SUBJECT : Use of the Business Capability Release Design Packets and Building an ITS-Ready Organization Manual I. OBJECTIVES This Order is issued to: LexLib 1. Endorse the use of the Business Capability Release Design Packets as the reference material concerning guidelines and procedures pertaining to the rollout of the different business capabilities at target rollout sites (NO, ROs, RDOs and RDCs); 2. Endorse the use of the Building an ITS-Ready Organization as the reference material concerning guidelines and procedures pertaining to the implementation of ITS in identifying BIR organization units; llcd 3. Define the usage of the Business Capability Release Design Packets and Building an ITS-Ready Organization Manual; 4. Identify the group/s who shall be responsible in updating the manuals. II. GUIDELINES AND PROCEDURES 1. The Business Capability Release Design Packets shall serve as the main reference material containing the release approach, release containment and release implementation of the different business capabilities in ensuring the successful implementation of the various business capabilities at target rollout sites. cdlex 2. The Building an ITS-Ready Organization Manual shall serve as the main reference material containing the guidelines and procedures in ensuring the successful implementation of ITS in identified BIR organization units. 3. Individual Business Capability Release Design Packet is developed for each of the business capabilities namely: prcd LBDE v 7.0; Payment Capability Stop Filer Capability; Returns Processing and TP Accounting Capability; Bank reconciliation by RDO Capability; RCO/DMT Collection Processing Capability; and Accounts Receivable Capability ( Refer to Attachment A for the inventory of the business capability release design packets ) 4. The Building an ITS-Ready Organization Manual is composed of three (3) volumes. Volume 1 contains the theoretical discussion of the framework used in building an ITS-ready organization., as well as discussions on the pilot release of RDO-Based Processing organization and on the creation of the Excise Taxpayers Service. Volume 2 contains various materials and sample documents used during the pilot release of RDO-Based Processing organization. Volume 3 contains various materials and sample documents used in the creation of the Excise Taxpayers Service. 5. The Business Capability Release Design Packets and Building an ITS-Ready Organization Manual shall be used mainly by IPQS-RAU to familiarize themselves with the activities in the rollout process. The System Owners and other rollout support groups may use these documentation as reference materials. 6. The Business Capability Release Design Packets and Building an ITS-Ready Organization Manual shall be; updated as may be necessary by IPQS-RAU in coordination with the System Owners. Distribution of these shall be determined and supervised by IPQS-RAU. cdlex III. EFFECTIVITY This Order takes effect immediately. (SGD.) DAKILA B.
