February 22, 1982 REVENUE MEMORANDUM ORDER NO. 12-82 SUBJECT : Merit Increase Awards TO : All Revenue Officials and Employees Pursuant to Civil Service Memorandum Circular No. 1, S. 1981, and National Budget Circular No. 340, the following guidelines and procedures are hereby issued to implement the merit increase provided under LOI Nos. 562 and 1019: Scope : Merit increase shall be awarded to all deserving employees in the Bureau exclusive of the Career Executive Service Officers and incumbents of CES positions, consultants, casuals, and contractual employees. Definition of Terms : 1. Merit Increase - salary increase granted to an employee for exemplary performance in assigned functions and activities; for a significant cost saving or efficiency-enhancing innovation accepted and applied, adopted and implemented; or, for obtaining a baccalaureate or masteral or doctoral degree in a program of study relevant to his official functions and activities even while giving very satisfactory performance on his job. aisa dc 2. Exemplary Performance - performance of an employee as outstanding under the new Performance Appraisal System (PAS). A very satisfactory performance or creditable accomplishment of special assignments that bring benefits to the government or the community may be considered as included within the context of this definition, provided that, in determining those employees falling under this definition, the Committee shall see to it that the total annual cost for merit increase shall not exceed the amount provided in the budget for the calendar year, and provided, further, that the total number of recipients does not exceed 20 per cent of the total personal work force of the Bureau for the year. 3. Cost-saving or efficiency-enhancing innovation - an idea, suggestion or invention embodied in a written proposal designed to effect economy in government operations, increased production, improved working conditions or services and other tangible benefits to the government. Criteria for Merit Increase : Employees shall be entitled to merit increase if they meet any of the following criteria: 1. rendered exemplary performance as defined herein; 2. introduced a significant cost-saving or efficiency-enhancing innovation; 3. completed a baccalaureate, masteral or doctoral degree in fields directly useful to the concerned employee's work as determined by Head of Agency concerned: Provided : such educational qualification is not a minimum requirement for appointment in his position; and, that his latest performance shall at least be very satisfactory under the new PAS. casia Procedure : 1. Supervisors shall recommend in writing to the Commissioner, thru the Chief, Personnel Division, the employee or employees for merit increase award. The justifications or corroborative evidence shall be attached in each case. 2. The Chief, Personnel Division, shall forward these papers to the Merit Increase Committee for evaluation and deliberation. 3. Evaluation by the Committee may be based on the evidence and justification submitted; on recorded interviews of employees concerned, their peers, or supervisors; by actual verification and evaluation of the innovation introduced by the employee. 4. The Committee shall recommend to the Commissioner the employees for merit increase awards. 5. If approved by the Commissioner, the list of employees for merit increase shall be posted in the Bulletin Board at the entrance of the Personnel Division for one week following the Commissioner's approval of the Committee recommendations. 6. The corresponding salary adjustment notices to the employees concerned shall be prepared and released by the Personnel Division. 7. Complaints and protests against any merit increase award should be filed within seven days after posting in the Bulletin Board, and shall initially be acted upon by the Merit Increase Committee within ten (10) days from receipt of the complaint. Further complaints and appeals from the decisions of the Committee may be filed with the office of the Performance & Promotion Systems of the Civil Service Commission within fifteen (15) days from the date the list of awardees is posted. 8. The schedules to be followed in determining merit increase shall be as prescribed under Civil Service Memorandum No. 1, S. 1981 and National Budget Circular No. 340. 9. The effectivity of merit increase shall be as follows: a) for exemplary performance, the day following the end of the rating period. b) for cost-saving or efficiency-enhancing innovation - the first day of implementation or application of the innovation. c) for baccalaureate, masteral, or doctoral degree - the day following the end of the rating period when the degree was obtained and the employee's rating was at least very satisfactory.
