February 28, 1980 REVENUE MEMORANDUM ORDER NO. 12-80 SUBJECT : Obligation and Expenditure of Funds TO : All Revenue Service Chiefs, Chiefs of Divisions and Others Concerned To give assurance that no funds are obligated or expended in excess of the available allotment balance, BIR employees, divisions or services initiating appointments, including those of casuals, that will result in eventual disbursement of funds will route these documents to the Budget Division. The Budget Division will determine if the proposed action has been budgeted for and if funds are available. If the documents appear in order, the Budget Division shall note down in the pertinent document that funds are available and shall route the papers to the Office of the Commissioner, for approval. Travelling expense vouchers, payrolls and other obligations will continue to be coursed through the Budget Division for the preparation of the "Request for Obligation of Allotment" and the Accounting Division for certification of fund availability as required under the Accounting and Auditing Manual. Likewise, contracts for the supply of commodities and services must be routed to the Budget Division and the Accounting Division for determination whether funds are available therefor, before the same are signed by the Commissioner/Deputy Commissioner, in accordance with the provisions of LOI 968 dated December 17, 1979 as contained in COA Circular No. 79-22 dated December 18, 1979. Whenever necessary, the Budget Division shall check and reconcile its obligation figures as reflected in its ledgers against the records maintained by the Accounting Division. (SGD.) EFREN I.
