March 8, 1977 REVENUE MEMORANDUM ORDER NO. 12-77 SUBJECT : Guidelines in the Employment of Emergency Employees TO : All Internal Revenue Officers and Others Concerned In order to insure that the employment of emergency employees are being made in accordance with the needs of the unit concerned and that the recommendees for employment possess the qualifications necessary for rendering efficient service in the Bureau of Internal Revenue, the following guidelines are hereby promulgated for compliance by those concerned. 1. Employment of emergency employees shall be based upon the recommendation of the supervisors such as the Division Chief, Branch Chief and Revenue District Officer needing emergency employees. 2. The recommendation must be concurred in by their respective Service Chiefs or Regional Directors as the case may be. 3. The nature of the work to be given to the emergency employee shall be described in detail. 4. The recommendation must include the volume of pending work to be accomplished by the proposed emergency employee and the estimated time within which the pending work can be accomplished or completed. 5. The number of supportive permanent personnel plus the emergency employees must not exceed the number of supportive positions authorized for the work unit in the staffing pattern unless it can be shown that the number of supportive positions authorized in the staffing pattern cannot really cope with the normal work load of the unit. 6. In the selection for casual employment, priority must be given to applicants who are typists or Civil Service eligibles. Applicants must not be over 40 years old and all applications must be accompanied by an information sheet with a picture attached. Civil Service eligibles may eventually be given permanent items. This way the bureau does not lose and is able to utilize their experience and training during their casual employment. 7. In order to spread the benefits to as many families as possible, no recommendee for employment as emergency employee must be related within the fifth degree of consanguinity or affinity to any other employee in the bureau, whether an officer or an ordinary employee. cdta EFREN I. The emergency employee must be a graduate of a Secretarial course or has finished at least two years in college with knowledge of typing; and 2.
