March 31, 1986 REVENUE MEMORANDUM ORDER NO. 11-86 SUBJECT : Procedures Governing the Requisition, Issuance and Purchase of Revenue Strip Stamps for Video Tapes under the Jurisdiction of the Field Operations Division TO : The Chief, Field Operations Division The Chief, Accountable Forms Division The Chiefs, Administrative Branch Collection Supervisors Collection Agents and Others Concerned SECTION 1. Scope . Pursuant to Section 4 of Revenue Regulations No. 14-85, in relation to Section 3 of the same regulations, the following procedures are hereby promulgated to govern the requisition, issuance and purchase of strip stamps for video tapes under the jurisdiction of the Field Operations Division as defined under Revenue Administrative Order No. 2-84, dated December 19, 1983. cd i SECTION. 2. Requisitions for video tape revenue strip stamps . (a) All Chiefs of Administrative Branch, except those under Revenue Regions 4A, 4B and 3B, shall submit their Requisition and Issue Vouchers (General Form No. 45-A) to the Chief, Accountable Forms Division for such quantity of strip stamps as may be determined by the Chief, Specific Tax Area Team concerned or his representative. (b) The Chief, Administrative Branch shall, upon proper requisition, issue the stamps to the Revenue Collection Supervisor who, in turn, shall issue the same to the Collection Agents under his supervision. (c) Collection Agents shall issue the stamps to the producers, processors, lessors and distributors of video tapes in their respective localities upon payment of the corresponding specific tax in cash or manager's check payable to the Commissioner of Internal Revenue. SECTION 3. Persons charged with the issuance of authority to accept payment . No Collection Agent shall accept payment for video tape revenue strip stamps unless an authority to accept payment thereon is issued by the Chief, Specific Tax Area Team concerned or his duly authorized representative. SECTION 4. Cancellation of the Strip Stamps . - The purchaser, upon receipt of the stamps, shall present the strip stamps to the Chief, Specific Tax Area Team or his duly authorized Revenue Enforcement Officer for cancellation in accordance with the second paragraph of Sec. 4 of Revenue Regulations No. 14-85. aisa dc SECTION 5.
