March 7, 1977 REVENUE MEMORANDUM ORDER NO. 11-77 SUBJECT : Creation of a Committee to Undertake an in Depth Study and Total Review of Government Policies, Regulatory Measures, Statutory and Reglementary Requirements Governing the Operations of Local Cigar/Cigarette Manufacturers TO : All Internal Revenue Officials and Others Concerned In order to achieve a system of taxation that is keenly sensitive and rationally responsive to the prevailing conditions and exigencies of the local cigar/cigarette industry and to insure an effective collection of government revenues derived from said industry, there is hereby created a Committee to undertake an in-depth study and total review of government policies, regulatory measures, statutory and reglementary requirements governing the operations of local cigar/cigarette manufacturers. cdta The following revenue officials and personnel are hereby designated to constitute the Committee herein created, in addition to their present duties and responsibilities: 1. Julian Contreras Member The Committee's work should embrace the various aspects in the administration and enforcement of specific tax laws, their implementing regulations and existing policies on the operations of local cigar/cigarette factories. To expedite the completion of the work and the early submission of the report thereon, the Committee may avail of the services of any revenue personnel in the National Office for administrative support.
