April 19, 1996 REVENUE MEMORANDUM ORDER NO. 10-96 TO : All Revenue Officials and Employees SUBJECT : Policies and Procedures in Appointment Preparation I. OBJECTIVES To adhere strictly to the merit and fitness principle in the recruitment, promotion and selection of personnel, this Order aims to: 1. Provide guidelines in the preparation of line-ups and appointments for recruitment and promotion. 2. Establish uniform procedure in the preparation of appointments in the National Office and Regional Offices. II. POLICIES 1. Revenue Memorandum Order No. 32-95 has decentralized authority to appoint to positions under Salary Grade 11 and below to the Regional Directors. 2. Revenue District Officers/Division Chiefs shall submit a Final List of Promotable Employees to the HRM unit in the Regional Offices and the Personnel Division in the National Office after the approval of the Regional Director/Assistant Commissioner. 3. In conformity with the professionalization program, the policy on the Qualification Standards for Unique Positions shall be maintained and adhered to strictly in the evaluation of candidates. Assessment Group : BSC/BSBA major in Accounting Collection/ BSC/BSBA with 18 Regulatory Group : units in Accounting Document BSC/BSBA with 12 Processing Group : units in Accounting 4. Only CPAs and LLB/BAR with 18 units in Accounting shall be recruited as Revenue Officers of the Assessment Group. 5. Shifting of items from other occupational groups to the Assessment Group shall only be allowed for CPAs and LLB/BAR with 18 units in Accounting. III. PROCEDURES 1. Human Resource Management Officers shall prepare the line-up of candidates for recruitment and promotion based on the promotable list/recommendations submitted by heads of offices. Under no circumstances shall a line-up be prepared without written endorsement. 2. Latest Personal Data Sheets of the candidates shall be attached to the line-up. 3. Whenever the vacancy to be filled is the only position authorized for the whole service/region, line-up of candidates shall be regionwide/servicewide. The candidate selected for appointment shall be directed to assume the duties of the position. 4. Whenever the vacancy to be filled is authorized in all offices under the service/region, line-up of candidates shall be limited to the unit/office where the vacancy is located. 5. Personnel due for retirement may be given a one-step promotion only if their performance during the immediate semester so warrant. IV. REPEALING CLAUSE All provisions of existing orders, instructions, and circulars inconsistent herewith are hereby superseded or revoked. This Order takes effect immediately.
