BIR Collection Goal for CY 1995 and Monthly Goal Allocation for the Revenue Regions

March 13, 1995 REVENUE MEMORANDUM ORDER NO. 10-95 (amended by RMO 25-95) SUBJECT : BIR Collection Goal for CY 1995 and Monthly Goal Allocation for the Revenue Regions TO : All Internal Revenue Officers and Others Concerned I. CY 1995 Overall Collection Goal (Table 1) The revenue target of the Bureau for CY 1995 as of January 31, 1995 is P250,000 M broken into: P243,000 M for existing and new measures (Income - P116.172 M. Excise - P51,098 M, VAT - P32,629 M, Other Percentage - P21,791 M, Others - P21,306 M) and P7,000 M for measures in process. Details are shown in Table 1. The BIR total collection target is tentative pending final assessment of the CY 1994 collection performance by the Department of Finance. II. Assumptions in the allocation of the 1995 Goal A. General Assumption Allocation of the 1995 goal was based on four factors: 1991 collection, 1991 goal, 1993 collection and 1993 goal. B. Allocation of Goal on T-Bills Goal on T-Bills was allocated solely to RR - Manila, the region which has jurisdiction over Bangko Sentral ng Pilipinas (BSP) which collects these taxes. C. Allocation of Goal on Stock Transaction Tax Goal on Stock Transaction Tax including the 2% on IPO per RA No. 7717 was allocated as Other Percentage Tax goal solely to RR 7-Quezon City (specifically RDO 13-Pasig) since it is where the Philippine Stocks Exchange is located. D. Allocation of Goal on Excise Taxes Allocation of goal on Excise Taxes in general, was based on the place where the corporate head office per their corresponding taxes per advice of Large Taxpayers Division. Allocation for Excise Tax was computed using the 1991 Goal and Collection only since no goal was set for 1993. E. Allocation for Goal on Capital Gains from Privatization Goal on Tax from Privatization was allocated to RDO 19 - North Makati since the office of the Asset Privatization Trust is located in Makati. F. Allocation of Goal on Travel Tax Goal on Travel Tax was allocated to RR 6 - Manila since the Philippine Tourism Authority is located in Manila. G. Allocation of Goal on Expanded VAT Goal on Expanded VAT was not allocated to any Revenue Region since the implementation on this measure is temporarily suspended. This will be allocated as soon as the Supreme Court lifts the Temporary Restraining Order for its implementation. III. Basic Methodology in Goal Allocation A. To determine the regional goal for each type of tax The tentative collection goal of the Bureau of Internal Revenue for CY 1995 is P 243,000 M for existing and new measures and P7,000 M for measures in process. The planning Office of the Department of Finance prepares the goal allocation by type of tax as presented in Table 1. The Statistics Division allocates them by revenue region by month, while the regional directors set the goals for the revenue district offices. Allocation of collection goals for CY 1995 by geographical distribution is presented by region, by month and major type of tax: income (includes T-bills), VAT, other percentage (business and licenses), excise and other taxes. The allocation of goal for each type of tax except excise tax starts by computing for the regional factor (RF) of each region which is the average of 1991 Goal and Collection and 1993 Goal and Collection. The percentage distribution of the nineteen (19) RFs will be the basis for allocating the total goal. The result is presented in Table 2. To illustrate: 1. To get factor (RF) of each Region RF 1 = 1993 coll 1 + 1993 goal 1 + 1994 coll 1 + 1994 goal 1 1 RF 19 = 1993 coll 19 + 1993 goal 19 + 1994 19 coll + 1994 19 goal 19 2. To get the share of each region to total goal a. Get the sum of the 19 RFs TRF = RF 1 + RF 2 + ......... + RF 19 b. Get the percent share of each region to total goal P n = RF n /TRF where TRF is the sum of all RFs n = 1 to 19 P 1 + P 2 + . . . + P 19 = 1.0 c. To get the Regional Goal Example: Income goal of Region 1 R 1 = Total Income Tax Goal x P 1 where P 1 = percent share of Region 1 B. To determine the monthly regional goal allocation for each type of tax (Tables 3-8) Monthly allocation in the regional level per major type of tax applied the method of ratio and proportion using the monthly CY 1991 Collection. To get the monthly allocation for a specific type of tax, the monthly percentage distribution of the CY 1991 collections of that type of tax was multiplied to each of the regional goal presented in Table 2. However, rounding errors are encountered so minor adjustments were made. IV. Annual and Monthly Goal Allocation by Revenue District The Regional Directors are required to distribute their goals to their respective RDOs following the procedure described in Annex A or any method which they consider appropriate for their region.
