February 9, 1989 REVENUE MEMORANDUM ORDER NO. 08-89 SUBJECT : Extending the Effectivity of Revenue Memorandum Order No. 1-88 on Administrative Compromise Settlement of Delinquent Accounts TO : All Internal Revenue Officers and Others Concerned As another step towards the collection of our receivable accounts - reducing the Bureau's number of receivable accounts, and to afford delinquent taxpayers more time to settle their delinquent accounts by way of compromise payments, pursuant to the powers vested on the Commissioner under the provisions of Section 204 (previously Section 246), of the National Internal Revenue Code, as amended, the following orders/amendments are hereby issued: 1. The effectivity of Revenue Memorandum Order No. 1-88 dated January 4, 1988, which is suppose to expire on December 31, 1988, is hereby extended to December 31, 1989. 2. This administrative compromise will cover 1985 and prior years delinquent accounts, the assessment notice of which were issued on or before December 31, 1987. 3. No tender of payment shall be accepted for compromise offer lower than fifty percent (50%) without a recommendation duly approved by the Commissioner, submitted thru the Collection Office for evaluation and recommendation. cd This order shall take effect February 20, 1989 and shall remain enforce until December 31, 1989.
