January 17, 1974 REVENUE MEMORANDUM ORDER NO. 08-74 SUBJECT : Creation of the Investment Incentives Group Under the Office of the Commissioner TO : All Internal, Revenue, Officers; The BIR Reorganization Committee; and Others Concerned In partial implementation of the approved Staffing Pattern of the Bureau of Internal Revenue pursuant to the Integrated Reorganization Plan under Presidential Decree No. 1, as amended by Presidential Decree No. 308, the Investment Incentives Division is hereby constituted as a group under the Office of the Commissioner to be known as the "Investment Incentives Group," headed by Mr. Miguel Q. Baron and assisted by Mr. Silvestre M. Torres, Jr., designated as Chief and Assistant Chief, respectively, of the Investment Incentives Group, in their concurrent capacities and in addition to their present duties and designations, with the following functions, to wit: 1. The Investment Incentives Group shall have jurisdiction in the processing and verification of all applications for the grant of incentives, exemptions and tax credits, as well as the investigation and verification of the books of accounts and other accounting records of all taxpayers applying for registration or are registered with the Board of Investments. 2. In order to provide for a continuing and effective liaison between the Bureau of Internal Revenue and the Board of Investments, the Chief of the Investment Incentives Group or his Assistant shall represent the Bureau in all official dealings with the Board of Investments. All existing representations, units or groups previously accredited to the Board of Investments are required to coordinate with the Chief of the Investment Incentives Group. 3. Pending the full and final reorganization of the Bureau, the Chief of the Investment Incentives Group or his assistant shall coordinate with the B.I.R Reorganization Committee on the matter of placement of qualified personnel and staffing of units under it. 4. The Investment Incentives Group may avail of the services of such personnel as may be necessary to perform its functions, and for this purpose is required to submit to the Commissioner, as soon as possible, its recommendations for the issuance of the appropriate revenue order appertaining to the same. 5. Pending the full and final reorganization of the Bureau, the investigative function of this Group shall be limited to the cases that may be assigned to it from time to time by the Deputy Commissioner (Operations) with the approval of the Commissioner.
