Guidelines on Transfer of Officials to Other Assignments

March 3, 1969 REVENUE MEMORANDUM ORDER NO. 08-69 TO : All Department Heads, Regional Directors, Division Chiefs, Revenue District Officers and All Supervisory Officials Concerned It has been observed during the past that when Department Heads, Regional Directors, Division Chiefs, Revenue District Officers and other supervisory officials are transferred to another assignment, they ordinarily bring along with them revenue officials and other personnel previously working with them to their new post of duties by means of their own directives or by Revenue Special Orders. While most often the reason advanced is that they are men of their confidence, yet, it is believed that services of such personnel are not indispensable. Likewise, this is against the present efforts exerted by the National Office to require officials of this Bureau to perform the services where their items belong. The purpose of the travel order is to effect reforms in each office and if the supervisory officials will bring along their previous personnel to places of their new assignments, the same pattern of administration where objectionable features are aimed to be corrected will still persist. Likewise, Regional Directors, Division Chiefs and Revenue District Officers sometimes make designations which are not in accordance with the organizational set-up of the Bureau without even notifying the National Office. In order, therefore, that reforms and new administrative face may be effected in each office for which the travel order is issued, all supervisory officials concerned should stop the practice of bringing along with them personnel of their previous office, and that no transfer shall be effected without being coursed through the Deputy Commissioner (Administration) and approved by the Commissioner. Likewise, in no instance should government equipments and official files like circulars, regulations and the like, be brought along by the transferring officials to their new assignments. These are allocated to the office and not personally to the occupant. Strict adherence to this policy is hereby enjoined. Any previous requests approved before the release of this Revenue Memorandum Order are hereby revoked and the official concerned should correct the discrepancy by returning the car, jeep, equipment, files, etc. brought by them to their new assignment.
