February 18, 1963 REVENUE MEMORANDUM ORDER NO. 08-63 TO : All Internal Revenue Officers and Employees Concerned For the information, guidance and compliance of all officers and employees of this Bureau who are issued motor vehicles, there is quoted hereunder Memorandum Circular No. 476 of the Honorable, the Auditor General dated February 6, 1963: cdll "SUBJECT : Regulating the Use of Government Motor Vehicles "TO : All Heads of Departments, Chiefs of Bureaus and Offices, Bureau Auditors and Accounting Officers "This Office has observed that inspite of previous GAO circulars to that effect, there still exist today motor vehicles owned by the National Government which are not plainly and properly marked as directed. "For the guidance and reminder of all concerned, the pertinent portion of GAO General Circular No. 26, dated July 28, 1953, is hereunder quoted as follows: '3. All motor vehicles owned by the National Government, except those used by the officials enumerated under paragraph 1 hereof, should be plainly marked: 'FOR OFFICIAL USE ONLY (3 inches) BUREAU (OR OFFICE) OF _____ (1 inches) The mark should appear on each side of the motor vehicle. When there is no sufficient space on each side, the same should appear at the back and on the front just below the windshield of the motor vehicle.' "Under the aforequoted regulation, all motor vehicles owned by the National Government are required to be marked in the manner therein stated, with the exception only of those used by the officials entitled to government motor transportation under the General Appropriations Act. "Any further violation of this regulation shall be dealt with drastically and may deprive the violator of the use of government vehicle and/or subject him to administrative action. "Strict compliance herewith is hereby enjoined. "(SGD.) PEDRO M. GIMENEZ Auditor General" All officers and employees of this Bureau who are issued motor vehicles with the exception of the cars of the Commissioner and Deputy Commissioner of Internal Revenue and those authorized by the Office of the President to use security plates, are hereby directed to comply immediately with the requirements of the above quoted circular. All motor vehicles in the National Office, Regional Office No. 3 and Regional Office No. 4, should be brought to the motor pool of this Bureau located at Canonigo, Paco, Manila for the necessary markings in the following order and scheduled dates: 1. National Office February 25 March 1, 1963 2. Regional Office No. 3 March 4 8, 1963 3. Regional Office No. 4 March 11 15, 1963 Those in the provinces should be marked in their respective localities and the fact should be reported in writing by the offices concerned to this Office not later than March 15, 1963.
