BIR Collection Goal for CY 1992 and Monthly Goal Allocation for the Revenue Regional/District Offices

January 24, 1992 REVENUE MEMORANDUM ORDER NO. 07-92 SUBJECT : BIR Collection Goal for CY 1992 and Monthly Goal Allocation for the Revenue Regional/District Offices TO : All Internal Revenue Officers and Others Concerned I. CY 1992 Collection Goal The revenue target assigned to the Bureau for CY 1992 amounts to P134,403 Million. Included in the P134,403 Million goal are: P26,826 Million for excise taxes, P687 Million travel tax and P106,890 Million for the regional district offices. The goal for the regional/district offices is 13.24% higher than the CY 1991 goal of P94,394 Million. aisa dc The P134,403 Million goal is based on the existing system only and does not include yet the estimates/revenue effects of the different legislative measures now pending in Congress. Furthermore, the goal allocation herein attached as Annex B does not include additional targets for specific district offices which the BIR top management strongly believe can be tapped over and above the basic goal. The allocation of potential revenues will be contained in a separate memorandum order. II. Annual and Monthly Goal Allocation for the Regional/District Offices CY 1990 and CY 1991 summaries of collections based on 12.09 reports were considered since it is believed that CY 1992 collections will largely depend on these two years performance. Collections from T-Bills were subtracted from RDO 25 data. The average collection per RDO was then computed [(1990 collection + 1991 collection)/2]. This served as the base where the uniform growth rate of collection was applied. The computation for the uniform growth rate of 30.28% applied to all RDOs is shown in Annex A. The complete set of CY 1992 goals is shown in Annex B. The monthly RDO goal distribution which is based on the average monthly collection as reflected in 12.09 reports is contained in Annex C. The monthly VAT goal distribution which is based on monthly VAT collections (also reflected in 12.09 reports) is detailed in Annex D. For your information and guidance. (SGD.) JOSE U.
