February 5, 1976 REVENUE MEMORANDUM ORDER NO. 07-76 SUBJECT : Opening of revenue offices from 7:30 A.M. to 6:00 P.M. Monday to Friday TO : All officers and employees of the Bureau of Internal Revenue In connection with the filing of income tax returns for income received in the year 1975, the penultimate paragraph of Memorandum Circular No. 892 dated February 3, 1976 is quoted hereunder: "In cases of those who would prefer to file and pay their income tax personally at the nearest Internal Revenue Office, all heads of offices are hereby authorized to allow them to leave their respective offices during office hours within a reasonable time to enable them to file their returns and pay their income tax. In this connection it is informed that effective February 9, 1976 , revenue offices will be opened to the taxpaying public from 7:30 A.M. to 6:00 P.M., Monday to Friday." In view of the foregoing, you are hereby instructed to open all BIR offices from 7 : 30 A . M . to 6 : 00 P . M ., Monday to Friday starting on February 9, 1976 and up to April 19, 1976. In order to assist employees, whether in the government or private service, who cannot go to revenue offices during office hours and can only leave during the lunch hour, arrangements should be made in offices authorized to receive income tax returns and/or payments thereon to schedule the time of employees in such a manner that during the lunch hour, a skeletal force should always be present to assist taxpayers who come to the office for filing their income tax returns or to seek assistance or information during lunch hour. The employees to be assigned during the lunch hour should be on a rotation basis and they should be given the privilege of going out for lunch from 11:00-12:00 Noon so that at 12:00 Noon they can come back to the office and help taxpayers during the lunch hour. aisa dc Strict compliance herewith is hereby enjoined.
