March 3, 1969 REVENUE MEMORANDUM ORDER NO. 07-69 TO : All Department Heads, Regional Directors, Division Chiefs, Revenue District Officers and All Supervisory Officials Concerned The travel orders issued were aimed at correcting the imbalance of assignment of personnel. The different undermanned offices, especially the Assessment Branches, have been reinforced with the assignment of the necessary personnel. Most of these personnel transferred to Assessment Branches were Examiner Aides and Examiners who were deemed to be qualified in undertaking review of reports and investigations, as well as the processing of other papers being handled in the Assessment Branches. This was deemed necessary because it was found out that most of the people who were charged with the review of reports of examiners, as well as those assigned in the Office Audit, were mostly clerks and minor officials. The purpose of the assignment of the Examiners in the Assessment Branch is to replace these clerks and minor officials in the review of assessment reports, as well as the handling of papers in the Assessment Branches, including the Office Audit. Likewise, efforts were made to place personnel in the functional line of work where their items belong. Officials belonging to the collection work and other functional lines of work were assigned to perform such work where their items belong. In order, therefore, not to thwart or frustrate the purpose for which the travel orders were issued, the officials transferred should be required to perform the work where they are directed to in accordance with their travel orders. The policy of this Office in trying to require officials to perform services in the same functional line of work where their items belong should be strictly adhered to by the supervisory officials concerned. In particular, Regional Directors and Revenue District Officers should refrain from transferring people in the Collection Branches and other branches to assessment work and vice-versa, which has been heretofore flagrantly practiced. It has also been noticed that there are still clerks or other minor officials who are being designated as Acting Examiners or Examiner-Aides. Since the previous travel orders have reinforced the personnel of the Assessment Branches and Revenue District Offices, all clerks and minor officials designated as Acting Examiners or Examiner Aides should be completely stopped and they should be required to perform clerical work.
