September 29, 1997 REVENUE MEMORANDUM ORDER NO. 06-98 TO : All Revenue Officials and Employees Concerned SUBJECT : Policies for Internal Recruitment of Personnel for the Revenue Data Centers Under the Tax Computerization Project I. OBJECTIVES/SCOPE: This Order is issued to: 1. Prescribe policies and guidelines in the deployment of personnel in the Revenue Data Centers (RDCs) from Division Chief level down to the lowest hiring position level. 2. Provide clear and distinct directions to applicants/recommendees relative to selection and assignment of personnel in the RDCs. II. POLICIES 1. In accordance with CSC Memorandum Circular No. 27, s. 91, an announcement of vacant positions (IT and non-IT) in the RDC shall be issued to address all revenue personnel of the Bureau. 2. The RDC Internal Recruitment created per RSO No. 1348-97 shall administer and implement the policies and procedures for the selection, testing, training and placement of revenue personnel in the RDC. 3. The RDC Internal Recruitment Committee shall establish the specific criteria for selection, testing, training and assignment of revenue personnel in the RDC. 4. Assistant Commissioners/Regional Directors shall endorse/recommend revenue personnel for possible assignment in the RDC, particularly those affected by the implementation of the BIR streamlining under E.O. 430. 5. The RDC Internal Recruitment Committee shall evaluate the qualification of applicants vis-a-vis the requirements per the Qualification Standards of Positions as provided for by the Civil Service Commission and the criteria stipulated by the Committee. 6. Applicants/candidates applying for IT positions, shall undergo an IT aptitude test to determine their skills/knowledge and potentials to pursue an IT career. 7. Applicants/candidates shall hold on to their present positions/items until such time that appropriate appointments for their assignment in the RDC have been issued. 8. Personnel with experience/training in information technology applying for relevant IT positions in the RDC shall undergo the required specialized trainings as provided for in the IT Training Master Plan. 9. The RDC Internal Recruitment Committee shall maintain a data bank of interested applicants for reference in filling up vacancies. III. PROCEDURES A. Initial Evaluation 1. Applicants/recommendees shall enclose a comprehensive bio-data and picture (2 x 2) and shall be submitted to the Chairman, RDC Internal Recruitment Committee. 2. The RDC Internal Recruitment Committee shall prepare a master list of candidates based on the following criteria: a. Present Position and Salary Grade b. Present Place of Assignment c. Special Skills d. Experience and Trainings e. Position applied for f. Preferred RDC of Assignment g. No Administrative Case Filed or Pending 3. The Committee shall identify applicants with potentials toward an information technology career vis-a-vis the Qualification Standards of Positions and shall determine the extent of applicants' IT trainings and experience. 4. The Committee shall communicate in writing informing applicants whether they qualify or not (Annexes A and B). Those applying for IT positions, shall be scheduled to take an IT aptitude test (Annex C). 5. Applicants shall submit in writing his acceptance/non-acceptance of his/her confirmation (Annex D). B. Conduct of IT Aptitude Test (for IT positions) 1. The Personnel Division shall conduct IT aptitude tests for both IT Technical and IT Support positions (Annex E) to determine applicants' skills/knowledge and potentials to pursue an IT career. 2. The Personnel Division shall evaluate results of tests conducted and shall prepare list of those examinees who qualified/passed. 3. The RDC Committee shall communicate in writing informing applicants whether they qualify or not for training based on the evaluation results provided for by the Personnel Division (Annexes F & G). 4. Applicants shall submit in writing his acceptance/non-acceptance of the confirmation. C. Training (for IT Positions) 1. The BIR Training Management Office (TMO) shall schedule the training of qualified candidates in accordance with the IT Training Master Plan, the list of which shall be submitted to the Personnel Division. 2. The Personnel Division shall prepare the Revenue Special Order directing candidates to attend the training course based on the recommendations submitted by the BIR TMO. 3. The TMO shall make an assessment of each candidate after completion of their respective basic technical courses. 4. The TMO shall submit the assessment performance report of the candidates to the Chairman, RDC Internal Recruitment Committee. 5. The RDC Committee shall inform the candidates in writing the results of the performance assessment conducted. 6. The RDC Committee shall recommend to the Personnel Division for appointment candidates who satisfactorily complete the basic training course. Those who were not able to pass the basic course shall be recommended for a lower IT position. 7. Candidates who pass the basic training course shall pursue advance technical courses to enhance/develop their IT skills. 8. The TMO shall make an assessment of each candidate after completion of their respective advance technical courses. 9. The TMO shall submit to the RDC Committee the list of candidates who satisfactorily complete the advance training courses. 10. The RDC Committee shall forward the list of successful candidates who completed the advance training courses to the RDC Heads to be used as reference for future advancements/promotions. 11. If the results of the evaluation is in the contrary, he shall undergo six (6) months on-the-job training afterwhich a re-assessment shall be made. 12. The inability of a candidate to meet the standards shall result in his/her re-evaluation for possible consideration to a lower IT position. D. Assignment 1. Assignment of personnel to the RDC shall be made official through a Revenue Travel Assignment Order prepared by the Personnel Division, based on the roster of (a) non-IT revenue personnel approved by the RDC Internal Recruitment or (b) candidates who successfully complete the basic training course. IV. REPEALING CLAUSE All provisions of existing orders and circulars inconsistent herewith are hereby superseded or revoked. V. EFFECTIVITY This Order shall take effect immediately.
