February 12, 1991 REVENUE MEMORANDUM ORDER NO. 06-91 SUBJECT : Monitoring Accomplishments Relative to Strategic Plans for 1991-1992 TO : Assistant Commissioners, Regional Directors, Division Chiefs, Revenue District Officers and Others Concerned I. OBJECTIVE: This Order is issued to properly monitor and evaluate the status of the action plans presented in the Strategic Plans submitted by Services, Divisions, Regional and District Offices. II. POLICIES: A. To achieve this objective, the Planning and Research Division of the Planning and Research Service shall: (1) Be responsible for and take charge of the strict monitoring and evaluation of the accomplishments and/or status of the action plans presented in the Strategic Plans submitted by all Services in the National Office and all Regional and District Offices. (2) Submit to top management an evaluation report on the status of the Strategic Plans featuring all significant developments thereon whether favorable or otherwise. B. The Quarterly Status Report (QSR) on work plans, required pursuant to the Unnumbered Memorandum dated January 5, 1981 shall no longer be prepared and submitted. C. All Services and Divisions in the National Office shall continue to prepare and submit their Quarterly Accomplishment Reports (QAR) prescribed under RMO Nos. 18-83 and 44-84 while all Revenue Regional Offices shall continue to prepare and submit their Regional Accomplishment Reports (Form 40.21 Report) as prescribed by RMO No. 4-82. III. PROCEDURE: 1. A quarterly Evaluation Sheet (QES) shall be prepared by the Planning and Research Division and sent to the Assistant Commissioners of the Assessment, Special Operations, Collection and Excise Tax Services and to each of the Regional Directors. The QES shall reflect the particular program strategies and corresponding action plans indicated in the strategic plans submitted. 2. The abovementioned Assistant Commissioners and the Regional Directors shall require their respective Division Chiefs/Revenue District Officers to submit a status report on the action plans presented in their respective Strategic Plans in a format as in the Quarterly Evaluation Sheet. These status reports shall be the bases for accomplishing the QES for these particular Services and the Revenue Regions. 3. The Quarterly Evaluation Sheet shall subsequently be returned, duly accomplished, to the Planning and Research Service, Attention: Planning and Research Division. acd IV. SUBMISSION: The Quarterly Evaluation Sheet shall be prepared starting the first quarter of 1991 to be submitted on or before the fifteenth (15th) day of the month following the end of each quarter. V. REPEALING CLAUSE: This Order amends and supersedes the Unnumbered Memorandum dated January 5, 1981 and Revenue Memorandum Order Nos. 18-83 and 44-84 and other issuances inconsistent herewith. casia VI.
