March 25, 1981 REVENUE MEMORANDUM ORDER NO. 06-81 SUBJECT : Delegation of Authority to the Deputy Commissioners to Sign Communications and Papers TO : All Revenue Service Chiefs, Regional Directors, Division Chiefs and all Others Concerned Signing of communications and papers enumerated hereunder are hereby delegated to the Deputy Commissioners. I. To the Deputy Commissioner having supervisory jurisdiction over the Specific Tax Office, Collection Office, Personnel and Administrative Service, Inspection Service, National Assessment Office and the Revenue Regional Offices A. Letters of Authority issued by the Refund Audit Division; B. Papers pertaining to internal Administration except those on personnel movement, appointments and transaction involving the intelligence fund; C. Warrants of Distraint and Levy or Garnishment, Bonds, Waiver of Statute of Limitations and similar papers acted upon by the Collection Office; D. Actions on requests for payments of tax liabilities on installment basis; E. Those dealing on specific taxes such as Bonds, authority to purchase materials for manufacturers, permit to manufacture articles subject to specific tax, refunds/tax credit on specific taxes on embassies and other tax-exempt entities and similar matters; F. Reports of investigation emanating from the Refund Audit Division; G. Tax Credits or Refund acted upon by the National Assessment Office; H. Correspondence to Regional Directors prepared by the Services and Offices under his supervisory jurisdiction. II. Deputy Commissioner having supervisory jurisdiction over Sector Operations Office, Financial and Management Service, Data Processing Center, Planning and Policy Service and the Legal Office A. Letters of Authority to Investigate issued by the Divisions of the Sector Operations Office; B. Tax Credit Memos processed by the Sector Operations Office and the Legal Office; cd C. Requests for extension on Sector Operations Office cases; D. Matters relating to internal administration of services and offices under his supervision; E. Routine correspondence to the Budget Ministry such as Requests for CDC, advance release of funds, authority to use savings and similar matters; and F. Correspondence to Regional Directors prepared in Services and Offices under his supervisory jurisdiction. III. REPEALING CLAUSE The provisions of Revenue Memorandum Orders and other pertinent issuances inconsistent herewith are hereby revoked or amended accordingly. IV.
