January 11, 1968 REVENUE MEMORANDUM ORDER NO. 06-68 TO : Revenue Operations Heads, Regional Directors, Chiefs of Divisions, Revenue District Officers and Others Concerned SUBJECT : Submission of Work Schedule by Fieldmen Reports have been received by this Office that fieldmen are not submitting their work schedules required by the annual making it hard for the superior to check on the whereabouts of the fieldmen and properly check their activities. In some instances said practice is being tolerated by the superior officers of the fieldmen to the detriment of the service. aisadc For the information and guidance of all those concerned, there is quoted hereunder the provisions of the Internal Revenue Manual dated January 15, 1957, the subject matter of which is "Standard records to be kept and reports to be submitted by Regional Directors and Provincial Revenue Officers". "2. Weekly Work and Travel Schedule . (B.I.R. Form No. 19.63) Every fieldman performing assessment functions leaving his station town should submit to the Regional Director or Provincial Revenue Officer, as the case may be, a work and travel schedule showing a definite program of work to be followed by him during the week. This weekly work schedule should be prepared and submitted by the fieldmen for approval by the Provincial Revenue Officer or head of office concerned every Saturday to cover proposed activities for the ensuring week from Monday through Friday. During Saturday, the fieldmen should report to the Provincial Revenue Officer or head of office concerned their activities from the past Monday through Friday, confer with him on problems and difficulties encountered and receive instructions and work-assignment for the ensuing week. Any subsequent change or deviation from this assigned program of work after its approval by the Provincial Revenue Officer or head of office concerned should first be sanctioned by said provincial revenue officer or head of office concerned. This does not mean, however, that a fieldman is inhibited from taking the necessary action on any violation of internal revenue laws or regulations which he may come across in the course of his work in the field but not included in his work schedule, for it is not only his privilege but also a duty which is called upon to perform as a revenue officer. Inaction on his part in such a case would amount to nonfeasance subject to disciplinary action. "This work schedule should be checked by the Provincial Revenue Officer or head of office concerned against the 'Daily Report of Activities' of the fieldman concerned (Described in 9 hereof) for possible errors which should be immediately corrected, and also for possible unauthorized or uncalled for deviation which should be reported immediately to the Regional Director for corresponding disciplinary action against the fieldman concerned." In view of the fact that some of the provisions of said manual have already become obsolete due to changes in the organizational set-up of the Bureau and the fact that Saturday is no longer an office day, the following changes in the manual are hereby promulgated for the compliance of all those concerned: 1. The weekly work and travel schedule (Annex 1) shall be accomplished in duplicate, the original of which is to be submitted to the head of the unit concerned for his approval and as file copy of the unit. The duplicate copy shall be retained by the fieldman as his file copy for use in preparing his monthly report of activities. 2. It shall be submitted every Monday morning to cover the work to be accomplished from Monday to Friday. 3. It should be prepared by fieldmen in all revenue districts except those in Revenue Regions Nos. 6, 7 and 8. Revenue District No. 32 (Cavite) of Revenue Region No. 6 and Revenue Districts Nos. 37 (Occidental Mindoro) and 38 (Palawan) of Revenue Region No. 8 shall, however, prepare the weekly work and travel schedule. 4. Fieldmen in the National Office including those in the Specific Tax Department who are not definitely assigned to any particular factory or establishment manufacturing or dealing in articles subject to specific tax and fieldmen of Revenue Regions Nos. 6, 7 and 8 except those assigned in Cavite, Occidental Mindoro and Palawan shall prepare the daily work schedule in accordance with Annex "2" attached hereto. 5. The daily work and travel schedule shall be prepared in duplicate and the original submitted to the head of the unit for approval and as file copy of the unit concerned. The duplicate shall be retained by the fieldman to be utilized in the preparation of his daily report of activities for the month and as supporting entry for his voucher. It shall be prepared daily early in the morning and submitted to the immediate supervisor before leaving the Office. 6. Regional Directors are hereby enjoined to see to it that the provisions of this Revenue Memorandum Order are complied with. 7. The Internal Audit Department particularly the men assigned in the Personnel Audit Division shall check the work scheduled whenever they go to revenue district offices and for this purpose the Chief of the Internal Audit Department is authorized to create a roving team to check on the daily work schedules. cdll This Order shall take effect immediately.
