October 12, 2018 REVENUE MEMORANDUM ORDER NO. 054-18 SUBJECT : Operations Manual for Cannot Be Located Taxpayer System TO : All Internal Revenue Officers and Employees Concerned I. BACKGROUND The Cannot Be Located Taxpayer (CBL) System was developed by the Systems Development Division together with Divisions under the Operations Group to provide the Bureau with a database of registered taxpayers that were identified and reported by concerned investigating offices as "Cannot Be Located" under assessment/collection stage thru existing prescribed manner of identification under RMC No. 98-2010 and OM No. 2016-06-02. caITAC The CBL System shall serve as reference of concerned personnel involved in the different frontline services of the Bureau. II. OBJECTIVE: This Order is issued to provide procedures on how to use the CBL system by the following Divisions under the approved Security Access Matrix: A. Audit Information Tax Exemption and Incentives Division (AITEID); B. Accounts Receivable Monitoring Division (ARMD); C. Collection Programs Monitoring Division (CPMD); and D. Taxpayers Service Programs Monitoring Division (TSPMD). III. GUIDELINES AND PROCEDURES 1. The concerned divisions shall prepare a list of CBL taxpayers in soft copy (CD format) using the Uploading Report format prescribed in the Operations Manual by the SDD. 2. Uploading Facility shall only be available to AITEID, hence ARMD and CPMD shall forward the list that conformed with the prescribed format. 3. Viewing of record details and update facility are available to all the aforementioned divisions. TAIaHE 4. Status Update Remarks Column is available with transaction history for resurfaced taxpayer/changed of address etc. 5. SDD Operations Manual Version 1.00 (Annex A) is provided for the step by step procedures in uploading, updating and viewing of CBL taxpayer. This Order takes effect immediately. (SGD.) CAESAR R. DULAY Commissioner of Internal Revenue ATTACHMENT Cannot Be Located (CBL) System Operations Manual Version 1.00 [23 August, 2018] A. To access the Cannot Be Located (CBL) System: ICHDca 1. Open a Google Chrome Browser. 2. On the *address bar type: http://sdd9146/ * Subject for change. B. LOGIN 1. This screen will enable user to access the system if they have an Active account. The following messages may be displayed if an error is encountered: 1. "Please fill out this field": If user failed to supply inputs on the username or password field. 2. "Wrong Details": If the user entered incorrect username or password. NOTE: o For First time users, after logging in the user will automatically redirected to the change password window. cDHAES o All the fields (Username and Password) in this page are required. To request for access please fill out the form 0044 to be submitted to the Security Management Division. o If user has been idle for more than 5 minutes, user will automatically be logged out from the system. B.1. CHANGE PASSWORD 1. User must be logged-in in order to access the change password feature. 2. On the upper right hand side of the home page, click on the drop down arrow beside the user's name. Choose the "Change Password" option. TCAScE 3. After clicking the "Change Password" option, the user will be directed to the change password page. 4. The user may now input the new password. NOTE: password needs to be inputted twice for confirmation. C. Inquiry cTDaEH 1. Upon successful login user will be brought to the Homepage. 2. On the search bar, the user can input the keyword he or she wants to search. The user can also filter the search parameters thru the list of values located on the left side of the search bar. 3. The search results will be shown below the search bar as shown on the screenshot below. ASEcHI 4. The number of results displayed per page can be changed on the upper left of the results field. 5. On the right side of each result, the user will have the option to view or to update the details of the records. ITAaHc NOTE: The red button is the view button while the green button is for update option. The availability of the buttons depends on the access level of the user. 6. Upon viewing a specific record, the user will now be directed to another page to view the full details of the record. D. Verification Result 1. Do the inquire process (see Section C. 1-6) 2. The user can print a verification result, to do this click on the printer button (blue) on the right side of the screen. NOTE: Pop up window must be enabled in the Google Chrome browser Settings. 3. A PDF file will be produced on the lower left of the screen. CHTAIc NOTE: If upon clicking the print button and no PDF file was produced, please notify the helpdesk to help you enable the pop up window on the Google Chrome browser settings. 4. The user can click on the file to open it. 5. On the upper right of the PDF file the user can print the verification result by clicking the printer icon. cHDAIS Sample Verification Result E. UPDATE NOTE: The user can update a record using 2 ways. A. 1. Do the inquire process (see Section C. 1-6) EATCcI 2. To update the current record, click on the update (green) button. 3. Upon clicking the update button, the user will be brought to the update page. 4. The fields that are colored red are the fields that are updatable. 5. In order to save the update, click on the save button located on the right side of the screen. ISHCcT B. 1. Do the inquire process (see Section C. 1-3) 2. On the right side of the record that the user would want to update, click on the update (green) icon. 3. The fields that are colored red are the fields that are updatable. DHITCc 4. In order to save the update, click on the save button located on the right side of the screen. F. GENERATION OF REPORTS 1. On the homepage, click on the dropdown arrow on the upper right hand side of the page. It is located beside the user's name. CAacTH 2. Choose the "Reports" option. 3. The user will now be directed to the generate report page. 4. The user can generate reports using the following details. 5. The user can set the criteria to the following details: cEaSHC Criteria o Equal to will search the field the exact value supplied o Sounds like: will search the field that resembles the value supplied o Between (Date Option): expressions must be separated by semi-colon (;) IAETDc Ex: 01/01/2017; 12/31/2017 6. The user can now input the desired value. Please see example below. 7. Report will now be generated in excel format at the lower left side of the screen. G. UPLOADING 1. On the homepage, click on the dropdown arrow on the upper right hand side of the page. It is located beside the user's name. CTIEac 2. Click on the "Upload CBL Data" option. 3. The user will now be brought to the uploading page. 4. On the lower left of the uploading window, the uploading template can be downloaded. DcHSEa NOTE: It is suggested to use this template to maintain data accuracy and consistency. 5. Once the template is opened, the user can press the "CTRL, SHIFT and letter I" on the keyboard to bring up the uploading rules. This pop up window will be useful in inputting the values on the template. 6. Once the user has inputted the values on the template, the user can now highlight the whole data (on the template) including the headers. 7. The user can now copy the highlighted data and paste it on the uploading window of the CBL system. 8. After pasting the data, click on the "Upload" button on the lower right side of the window. 9. User will now be notified if the data was uploaded successfully. cHECAS
