January 22, 1997 REVENUE MEMORANDUM ORDER NO. 05-97 TO : All Internal Revenue Officers and Others Concerned SUBJECT : Guidelines and Procedures in Monitoring the Implementation and Activation of the Integrated Tax System in the National Office, Revenue Data Centers, Regional Offices and Revenue District Offices I. OBJECTIVES 1. To ensure the "ITS-Preparedness" of the National Office (NO) Regional Offices (RO), Revenue District Offices (RDO) and Revenue Data Centers (RDC) before actual roll-out date, (e.g. physical environment is set-up correctly, the improved processes can be implemented as designed, and that the involved personnel have been properly and sufficiently trained). 2. To provide a feedback mechanism for management to know the status of roll-out readiness of the N.O., RO., RDO and RDC. II. GUIDELINES AND PROCEDURES 1. The Roll-out Assistance Committee was created to monitor the implementation of the Integrated Tax System (ITS) and to provide timely assistance to the heads of the National Office, Revenue Data Centers, Regional Offices and Revenue District Offices. 2. A checklist of Roll-Out Mandatory Requirements shall be complied with by each specific ITS site being rolled out (Annexes A1 to A4). The checklist to be used for the specific sites are; NO-Annex A1, RDC-Annex A2, RO-Annex A3, RDO-Annex A4. A separate checklist (Annex B) shall be used for rollout of subsequent application systems. The appropriate checklists must be accomplished and approved one month prior to the actual rollout of the site or application. 3. The compliance of each requirement shall be validated by the identified responsible personnel in the checklist and they shall affix their signature in the official capacity as indicated. However the overall responsibility for the proper accomplishment of each checklist shall be assumed by the respective heads of office in the aforementioned specific sites. For the Application System checklist, the overall responsibility shall be assumed by the Project Steering Committee Chairperson concerned. LLpr 4. Each specific roll-out site shall undergo an operation readiness evaluation based on the prescribed checklist (Annex C) 15 calendar days before roll-out date to ensure that all operation procedures are in place, and that the production systems can be operated by personnel responsible for supporting production. This test shall simulate actual production environment. The accomplishment of the operations readiness checklist shall be and joint responsibility of a team from SPIRIT, MOST and Operations who will be identified later in a Revenue Special Order. 5. Upon satisfying all the mandatory roll-out requirements in the checklist and the operation readiness evaluation, each roll-out site (NO, RDC, RD and RDO) or each Application System shall be issued an I.T.S. Certification (Annex D) signed by the Commissioner of Internal Revenue as proof of its ITS Roll-Out readiness. III. EFFECTIVITY This order shall take effect immediately upon approval.
