January 13, 1966 REVENUE MEMORANDUM ORDER NO. 05-66 TO : All Internal Revenue Officers and Employees and Others Concerned Quoted hereunder is Department Special Order No. 2-66 of the Honorable, the Secretary of Finance dated January 3, 1966, for the information and guidance of the officers and employees of this Bureau: "REQUIRING OFFICIALS AND EMPLOYEES OF THE DEPARTMENT OF FINANCE, INCLUDING BUREAUS AND OFFICES UNDER IT, TO DEAL WITH THE PUBLIC WITH COURTESY AND DISPATCH. "Officials and employees of the Department of Finance, and those in bureaus and offices under it, are hereby enjoined to show the utmost courtesy in dealing with private individuals or to Government officers and employees transacting business with the Department and its bureaus and offices. It is hereby directed that visitors and callers be attended to promptly and should be treated with the proper respect and courtesy. "Heads of bureaus and offices, always bearing in mind that the Government draws its support from the tax-paying public, are hereby enjoined to inculcate in the minds of their personnel the need for good judgment in given situations and fast and prompt action on all official matters brought to their attention. "Violations shall be dealt with promptly in accordance with applicable provisions of Republic Act 2260, the Civil Service Rules and the Revised Administrative Code.
