December 29, 2009 REVENUE MEMORANDUM ORDER NO. 044-09 SUBJECT : "On Time-BIR Time" TO : All Internal Revenue Officers and Others Concerned 1. Objective This Order is issued to institutionalize the "On Time: BIR Time" ("OT: BT") initiative. This initiative is intended to: instill the habit of punctuality and time management among all BIR officers and employees; fast track the completion of assignments and activities; remind all BIR personnel to respect the time of others; and award BIR employees who are able to implement best practices on time management. 2. Time Management Practices All BIR employees are enjoined to do the following: Schedule meetings and activities in advance; Start meetings and activities on time; Finish meetings and activities on time; Assign work with prescribed deadlines; Complete work within the prescribed deadlines; Notify the person who assigned a work deadline if delay is anticipated; Adjust when unexpected events arise; SCHIcT Manage time in order to avoid "RUSH" jobs; and Expedite action on taxpayer cases. 3. Initial Activities The initial activities for the OT: BT initiative are the following: Distribute OT: BT clocks to all offices, N.O.B., including common areas, Regional Director Offices and Revenue District Offices; For your reference quoted hereunder are the salient provisions of the above stated RMO 29-91 (Item III-F) on subject: "xxx xxx xxx 4. Segregate out-of-district tax returns; 5. Prepare transmittal list for out-of-district tax returns/ATAPs received during the week indicating therein the bank branch and the BCS number of the batch where the tax returns were taken; attach therein the copies of out-of-district tax returns/ATAPs and forward the same to the respective RDO/ATAP Issuing Office not later than three (3) days upon receipt of the tax returns/ATAPs ". Further, RMO 55-94 provided for the responsible Section in the RDOs that shall process OOD tax returns, as follows: "II. Policy Guidelines xxx xxx xxx B. Document Processing Section (DPS) 1. Responsible for transmitting these out-of-district returns/ATAPs/ATAPETs to the revenue district office concerned not later than three (3) working days from receipt. xxx xxx xxx III. Procedures xxx xxx xxx A. Document Processing Section (DPS) xxx xxx xxx d. Segregate out-of-district tax returns; ACcTDS e. Prepare transmittal list for out-of-district returns/ATAPs received during the week indicating therein the bank branch code and the BCS number of the batch where the tax returns were taken and attach corresponding tax returns/ATAPs, not later than three (3) working days from receipt ; xxx xxx xxx."
