February 4, 1998 REVENUE MEMORANDUM ORDER NO. 04-98 TO : The Assistant Commissioner, Administrative Service, The Assistant Commissioner, Financial Service, and Others Concerned SUBJECT : Delegation of Authority to Sign Checks, Documents and Papers on Financial & Administrative Matters and Others The exigencies of the revenue service so requiring, the Commissioner of Internal Revenue hereby delegates to sign checks, documents and papers relative to financial and administrative matters to the following officials: DOCUMENTS/PAPERS SIGNING AUTHORITY A) Checks (Signing) Chief, Cash Disbursement Section/Head Revenue Executive Assistant, Financial Service Checks (Counter-Signing) Asst. Commissioner, Financial Service/ Head Revenue Executive Assistant, Financial Service (If signatory of checks is the Chief, Cash Disbursement Sec.) B) Disbursement Vouchers (Box "C", Approval) Asst. Commissioner, Financial Service/Head Revenue Executive Assistant, Financial Service C) Purchase Orders, Job Orders, Contracts up to P50,000 Asst. Commissioner, Administrative Service D) Requisition & Issue Vouchers (RIV) and such other documents/papers which are administrative in nature Asst. Commissioner Administrative Service or his duly authorized representative E) Papers and documents relative to revenue accounting functions, including but not limited to notices to authorized agent banks (AABs) on delayed reporting and reporting of collections, demand letters to AABs, letter advising Bangko Sentral to credit/debit the account of AABs for under-remittance/over-remittance of collections Asst. Commissioner, Financial Service/Head Revenue Executive Asst The Chairmanship of the Prequalification, Bids & Awards Committee (PBAC) which devolves upon the Assistant Commissioner, Financial & Administrative Service under Revenue Special Order No. 1218-97 dated August 11, 1997, shall now be exercised by the Assistant Commissioner, Administrative Service.
