January 18, 1980 REVENUE MEMORANDUM ORDER NO. 04-80 SUBJECT : Payment of Transportation and Representation Allowances of BIR Officials TO : Revenue Service Chiefs, Assistant Revenue Service Chiefs, Chiefs of Divisions and Others Concerned In view of the provisions of Sections 20 and 34, General Provisions of the General Appropriations Act for CY 1979 and CY 1980 respectively, increasing the transportation and representation allowances of Career Executive Service (CES) officials, chiefs of divisions and those of equivalent rank, and in line with the guidelines contained in the Letter of Authority of the Acting Commissioner of the Budget, dated March 15, 1977 regarding the allowances of BIR Officials, the following regulations in the payment of transportation and representation allowances to the Bureau Officials are hereby prescribed. cdt 1. Revenue officials with CES rank shall receive the new rates of commutable transportation and representation allowances as authorized in the General Provisions of the General Appropriations Act for CY 1979 and CY 1980, subject to the limitations contained therein and the usual audit requirements. The rates of allowances shall be as follows. Commutable Transportation and Representation Allowances Designation CES Rank Effective Effective January 1, 1979 January 1, 1980 Deputy Commissioner of Internal Revenue III P250 each per month P300 each per month Assistant Commissioner IV 200 each per month 250 each per month Revenue Regional Director IV 200 each per month 250 each per month Assistant Revenue Regional Director V 150 each per month 200 each per month Revenue officials who were subsequently given CES rank higher than that indicated in the Letter of Authority of the Acting Commissioner of the Budget dated March 15, 1977 shall receive the rates equivalent to their rank as prescribed in the General Appropriations Act. cdt 2. Chiefs of Divisions, identified as such in the Personal Services Itemization are allowed commutable transportation and representation allowances at the rate of P150 each per month beginning January 1, 1980. 3. Other revenue officials who have no CES rank but who were otherwise allowed to receive allowances at the same rates allowed for their counterparts in the Bureau as previously determined by the Commissioner of the Budget, shall be paid transportation and representation expenses on reimbursement basis as follows: Effective Effective January 1, 1979 January 1, 1980 Assistant to the Commissioner of Internal Revenue P200 each per month P250 each per month Revenue Service Chief 200 each per month 250 each per month Assistant Revenue Service Chief 150 each per month 200 each per month Head Revenue Executive Assistant 150 each per month 200 each per month Chief Revenue Officer III, Revenue Performance Officers, and other Chiefs of Divisions who are not identified as such in the Personal Services Itemization 150 each per month 4. Revenue officials entitled to reimbursable allowances shall be paid at the end of the month, not earlier, by accomplishing in lieu of receipts and the usual itemization of expenses, the following certification on the face of the voucher: "This is to certify that the amount herein being claimed is for reimbursement of transportation and representation expenses actually incurred by me in the performance of my official duties during the period from _____________ to _____________, inclusive, that the transportation expenses referred to exclude trips from home to office and vice-versa; and that during the said period I did not use government vehicle nor was furnished government transportation." aisa dc 5. The claim voucher of revenue officials entitled to reimbursable allowances shall be reviewed by their immediate superior for regularity and correctness and approved by the Revenue Service Chief (Administrative).
