February 24, 1969 REVENUE MEMORANDUM ORDER NO. 04-69 TO : All Revenue Operations Head, Revenue Directors, Chiefs of Divisions and Revenue District Officers SUBJECT : Supplementing Revenue Memorandum Order No. 55-64 dated August 31, 1964, embodied in the Memorandum of the Commissioner dated January 14, 1969 It has been observed that when some officials and employees of this Bureau are transferred and assigned to a new position effected by Travel Assignment Order, Revenue Memorandum Order and Revenue Special Order, due to the exigency of the service, will comply with such order by just reporting to the place of his new assignment and shortly thereafter file a leave of absence, or if not, will be absent for a considerable length of time, thus prejudicing the interest of the revenue service and undermining the organizational set-up of the Bureau. In order to check and put to an end this undesirable practice of manifesting tacit refusal to work and subtle manner of insubordination which caused damaging effect to the organization of the BIR, you are hereby instructed that under no circumstance shall you accept and approved any application for leave by any official and employee of this Bureau, which is not in compliance and in conformity with the civil service leave laws, rules and regulations embodied in Revenue Memorandum Circular No. 32-68, dated August 12, 1968 and by Revenue Memorandum Order No. 48-68, dated October 9, 1968, respectively. All officials and employees concerned are enjoined to observe strictly the foregoing instructions and violations committed on the matter is sufficient ground for a drastic administrative action. aisadc MISAEL P.
