January 13, 1966 REVENUE MEMORANDUM ORDER NO. 04-66 TO : All Internal Revenue Officers and Employees and Others Concerned Quoted hereunder is Department Special Order No. 1-66 of the Honorable, the Secretary of Finance dated January 3, 1966, for the information and guidance of the officers and employees of this Bureau: "PROHIBITING OFFICIALS AND EMPLOYEES OF THE DEPARTMENT OF FINANCE FROM ENTERING INTO CERTAIN KINDS OF TRANSACTION WITH REAL OR IMAGINARY RELATIVES OF THE SECRETARY OF FINANCE. "Official and employees of the Department of Finance, particularly those holding positions of trust and responsibility, as well as those in bureaus and offices under it, are hereby prohibited from dealing directly or indirectly with any of the relatives of the Secretary of Finance or the relatives of Mrs. Concepcion V. Romualdez, whether by affinity or consanguinity, or whether real or imaginary, who, in representation of other parties, or in their behalf, and through the use of influence by virtue of such relationship, are following up matters pertaining to customs, internal revenue, treasury insurance and other matters, contracts where the Department of Finance or any of its offices and bureaus is a party, or the procurement or purchase of property, equipment, supplies and materials by the Department of Finance and its bureaus and offices, appointment of personnel, recommendations for positions, or if any other matter requiring action or decision by the Secretary of Finance. "This order shall be without prejudice to the enforcement of the provisions of Section 5 of Republic Act 3090, otherwise known as the Anti-Graft and Corrupt Practices Act, in proper cases. "Any official or employee mentioned above violating this order shall be dealt with accordingly. "This order shall take effect immediately. "(SGD.) EDUARDO Z.
