July 1, 2016 REVENUE MEMORANDUM ORDER NO. 039-16 SUBJECT : Assumption to duty of Caesar R. Dulay as Commissioner of Internal Revenue TO : All Internal Revenue Officials and Others Concerned In view of my assumption of the duties of Commissioner of Internal Revenue effective 1 July 2016, all papers and correspondence prepared for the signature of the Commissioner of Internal Revenue pursuant to the provisions of Revenue Memorandum Order No. 65-75 dated 28 November 1975 and other subsequent Orders, shall be prepared in the following manner: CAESAR R.
