January 14, 1970 REVENUE MEMORANDUM ORDER NO. 03-70 SUBJECT : Reorganization of the Committee on Denaturing of Distilled Spirits TO : All Internal Revenue Officers, Employees and others concerned In view of the promulgation of Revenue Administrative Order No. 5-69, restoring a decentralized set-up in the administration and enforcement of existing specific tax laws, the Committee on Denaturing of Distilled Spirits is hereby reorganized and shall be constituted by the following revenue officials: Chairman The Revenue Operations Head (Specific Tax) or his representative; Member The Revenue Director of the region concerned or his representative and Member The Chief, Specific Tax Branch of the region concerned. All request for denaturing of distilled spirits shall be addressed to the Commissioner of Internal Revenue, Attention: The Revenue Operation Head (Specific Tax), and should be received in the said office at least five (5) days before the date of the proposed denaturing. All previous orders, instructions or memoranda or portions thereof inconsistent herewith are hereby revoked. cdt This order takes effect immediately. MISAEL P. VERA Commissioner of Internal Revenue October 15, 1969 MEMORANDUM FOR The Revenue Operations Head (Management & Planning) The Appellate Division has been receiving claims for refund of amounts representing illegally seized gambling money during raids conducted by peace officers. The seized amounts are usually turned over to the Collection Agents who issue B.I.R. official receipts for them when the same do not constitute payments of internal revenue taxes. In view thereof, you are requested to prepare a Revenue Memorandum Circular instructing Collection Agents to desist from further accepting and receiving such confiscated amounts inasmuch as they are not internal revenue taxes.
