BIR Strategic Plan 2019-2023

March 20, 2019 REVENUE MEMORANDUM ORDER NO. 021-19 SUBJECT : BIR Strategic Plan 2019-2023 TO : All Internal Revenue Officials, Employees and Others Concerned I. BACKGROUND The Bureau of Internal Revenue conducted a series of Strategic Planning Sessions last November 22, 2018 and December 4-5, 2018 to review the BIR Strategic Plan 2016-2020 in light of the new developments in tax administration. During the Sessions, identification of Hindrances (Kasi Kasi and Kritikal Kasi Kasi), Solutions (Dapat Dapat) to the Hindrances, and the responsible Official/Office (Sino Sino), both Lead and Support, were made. All of these were embodied in the BIR Strategic Plan 2019-2023. Also, interviews to and review by concerned Bureau Officials were conducted. cHDAIS The existing Mission and Vision Statements, Core Values, and the seven (7) Strategic Objectives in the BIR Strategy Roadmap shall remain for the next five (5) years. II. OBJECTIVES This Order is issued to prescribe the BIR Strategic Plan 2019-2023, which details the programs, activities, and the corresponding timelines that would help the BIR achieve its vision to be an institution of service excellence and integrity, as well as to carry out its mission of collecting taxes through just enforcement of tax laws for nation building and upliftment of the lives of the Filipino people. III. POLICIES AND GUIDELINES The following policies and guidelines shall be observed: EATCcI 1. The BIR Strategic Plan 2019-2023 ("Annex A") contains the BIR Vision and Mission Statements, Core Values, BIR Strategy Road Map, and the Programs, Activities, and Timelines per Strategic Objective. 2. All the programs, activities, and projects to be undertaken by each office on an operational level shall be aligned with the Strategic Plan. 3. The Strategic Plan shall be reviewed/revisited and updated as the need arises. IV. REPEALING CLAUSE All revenue issuance or portions thereof inconsistent herewith are hereby repealed or amended accordingly. ISHCcT V. EFFECTIVITY This Order takes effect immediately and hereby directs all Revenue Officials and Employees to refer to this Revenue Issuance as their guide to more competent public service. n (SGD.)
