BIR Collection Goal and Monthly Collection Goals of Revenue District Offices for CY 1990

January 9, 1990 REVENUE MEMORANDUM ORDER NO. 02-90 SUBJECT : BIR Collection Goal and Monthly Collection Goals of Revenue District Offices for CY 1990 TO : All Internal Revenue Officers and Others Concerned I. BIR Collection Goal for CY 1990 Based on the revised Medium-Term (1989-1992) Revenue Program of the government, the BIR has been assigned the goal of P104,651 Million for CY 1990, which is P24,903 Million or 31.21% higher than the goal for CY 1989. Of the P104,651 Million goal, the share of the regional and district offices is P74,190 Million or 70.9% of the total. This is P16,669 Million or 29.0% higher than the goal assigned in 1989. Inclusive of the P74,190 Million goal are P1,200 Million incremental VAT revenues (i.e., P1,000 Million on refined sugar, P150 Million tolling fees/charges of sugar mills and P50 Million on sugar traders) and P6,803 Million representing withholding tax on Treasury-Bills. II. Monthly Collection Goals of Revenue District Offices for CY 1990 Because of the totally different scenario on tax collections brought about by the implementation of Executive Order No. 273 starting January 1988, collections of Revenue District Offices for CY 1988 and the latest collection reports for CY 1989 (i.e. January to September) were utilized as bases for goal allocation. Given said information, the goal per revenue region/district office was determined as follows: 1. The tax on Treasury Bills during these two period were first deducted from RDO 25 (South Manila) collections. 2. The percentage share of each revenue district to total regional collections in 1988 and 1989 were then computed. The average percentage share during these two periods were next applied to the 1990 goal net of the 1990 programmed incremental VAT on sugar and tax on T-Bills since only certain district offices are involved/ identified with these sources of revenue. The P1,200 Million incremental VAT on sugar was allocated by the VAT Division, the results of which were added to the goals of the RDO's involved. Likewise, the 1990 goal on T-Bills was added to the RDO 25 (South Manila). Based on the foregoing, this memorandum order prescribes the monthly collection goals of Revenue District Offices from all sources of revenues for CY 1990 as presented in Annex A. On the other hand, the monthly VAT collection goals of revenue regional/district offices (including the P1,200 Milling incremental VAT on sugar) is shown in Annex B. A separate monthly distribution of the P1,200 M incremental VAT on sugar is shown in Annex C. (SGD.) JOSE U.
