February 2, 1971 REVENUE MEMORANDUM ORDER NO. 02-71 It has been observed that the RP motor vehicle assigned to a Particular revenue official is being used exclusively by that official, Government property must be made available for the use of as many employees as possible as the needs of the service may demand. It is, therefore, directed that the motor vehicle assigned to a particular revenue official should be made available for the official use of other employees within the department, regional office, division or revenue district office as the case may be. Especially in field offices, the RP motor vehicle should be made available to other employees who are in need. All Department Heads, Regional Directors, Division Chiefs and Revenue District Officers should see to it that this directive is strictly enforced and all personnel in custody of motor vehicles should be made to realize that the vehicles are for the official use of the general mass of employees who may have occasion to need them for urgent official business.
