February 5, 1987 REVENUE MEMORANDUM ORDER NO. 01-87 SUBJECT : Promotion Boards TO : All Revenue Officials and Employees In conformity with the Bureau's Merit Promotion Plan, and in relation to Civil Service Memorandum Circular No. 3, s. 1986, the Promotion Boards in the National Office and in the Regional Offices for First and Second Level positions are hereby reconstituted as follows: A. National Office I. Promotion Board (First Level) Chairman Assistant Commissioner having jurisdictional supervision over the Personnel & Administrative Service. Members Service Chief having jurisdictional supervision over the offices where the vacancy is located. Chief, Personnel Division two (2) elected representatives of rank and file employees. II. Promotion Board (Second Level) Chairman Deputy Commissioner Members Assistant Commissioner having jurisdictional supervision over the office where the vacancy is located, as representative of the CIR. Service Head having jurisdictional supervision over the office where the vacancy is located. one employee representative to be appointed by the Commissioner from the rank and file (below section chief) in the Assessment, Collection, Specific Tax, Legal, Administrative, Financial, Inspection, and Management and Planning functional groups. When a vacancy to be filled is authorized for the Tax Fraud Division or the Attache Unit, the Chiefs of these Offices shall be members in either Promotion Board, as the case may be. B. Regional offices I. Promotion Board (First Level) Chairman Regional Director's Representative Members Chief of Branch/Rev. District Officer where the vacancy is located. Chief, Administrative Branch two (2) rank and file representatives II. Promotion Board (Second Level) Chairman Regional Director's representative Members Chief of Branch/Rev. District Officer where the vacancy is located. Chief, Administrative Branch one employee representative, to be appointed by the Regional Director, from the rank and file (below section/unit chief) in the Collection, Legal, Administrative, & Financial Functional groups. C. Meetings of the Promotion Boards Meetings of the Promotion Boards shall be regular. I. In the National Office , meetings shall be held as follows: Assessment Group Twice during the first week of each month Collection group Once a Financial Group - month (2nd week) (Specific Tax Group) (Pers. & Adm. Group) Once a month (3rd week) (Legal Group) (Inspection month) Planning & Mgt. Grp. Once a month (4th week) II. In the Regional Offices , meetings shall be at least once a month for vacancies in each of the functional groups, to be called by the Chairman, Promotion Board. D. General Provisions In the selection process, the Promotion Boards shall be guided strictly by present personnel policies, including the Civil Service Rule on Promotion, the Bureau's Merit Promotion Plan, Revenue Memorandum Order No. 26-83 on the submission of lists of promotable personnel, and related issuances. Furthermore, strict compliance is required with the provisions of Section 4 (c) of the Rules and Regulations on the Implementation of Executive Order No. 1042 on promotions.
