January 2, 1974 REVENUE MEMORANDUM ORDER NO. 01-74 SUBJECT : Streamlining and Re-Orienting the Operations of the Data Processing Center TO : All Internal Revenue Officers and Others Concerned It has come to the attention of this Office that the Data Processing Center has been performing below par, and that its performance has fallen short of its delineated objectives, to the detriment of the revenue service. For those of us who have pinned so much hopes on an improved computer system to bring about beneficial results throughout the entire range of services being rendered by the Bureau of Internal Revenue, this said turn of events is quite a big letdown. In the face of this disheartening development, it becomes imperative to have a comprehensive review of the operations of the Center so as to pinpoint and identify the problem areas and institute needed reforms and solutions. Needless to say, the situation calls for immediate remedial action with a view to bringing the Center to peak performance of its assigned functions. There is, therefore hereby created a Committee, hereinafter known as the DPC Reorganization Committee, to undertake an in-depth study on how to streamline and re-orient the operations of the Data Processing Center towards the goals for which it was created, and thus enable it to perform the job it is expected to do. The said Committee shall be headed by Mr. Lauro D. Abrahan as Chairman and Mrs. Crescencia P. Ramos as Vice-Chairman. For this purpose, Mrs. Ramos is hereby temporarily relieved from her duties as Chief of the Withholding Tax Division and instructed to devote her whole time to the work of the Committee until its work is terminated. The Chairman is given the authority to designate additional members of the Committee, who shall come from the different departments in the Bureau whose functions are related, one way or another, to the operations of the Data Processing Center. The said Committee shall have the widest latitude in recommending such changes in methods; procedures and systems; forms and reports; and reshuffle of personnel, as may be found necessary to achieve its desired objective. It shall, however, see to it that any proposed changes shall adhere as closely as possible to the salient features of the projected reorganization of the Bureau of Internal Revenue in accordance with the provisions of Presidential Decree No. 1, dated September 24, 1972, the subject matter of which is "Reorganization of the Executive Branch of the Government" and its implementing regulations and instructions. The group shall have the authority to enlist the services of such personnel as may be deemed necessary to enable it to accomplish its work. All existing committees, including the EDP Policy Committee, whose functions are related, in one way or another, to the operations of the Data Processing Center are hereby directed to coordinate with the Committee herein created, and to submit their reports and recommendations to it, in order to insure unified action and more effective results. Any department head or division chief who shall prepare a memorandum, order or circular on procedures shall likewise refer the memorandum or circular to the Committee before submission to the Commissioner of Internal Revenue for the latter to determine whether it have any bearing with the work of the Data Processing Center. This Order shall take effect immediately and the Committee shall submit from time to time to the undersigned a progress report on its activities and shall endeavor to finish the job as soon as possible.
