January 4, 1973 REVENUE MEMORANDUM ORDER NO. 01-73 TO : All Internal Revenue Officials, Employees and others concerned SUBJECT : Creating a Screening Committee to Review Appeals and Requests for Reconsideration of the Separation of BIR Officials and Employees Separated from the Service Numerous appeals and requests for reconsideration from officials and employees of this Bureau who were separated from the service pursuant to the President's Letters of Instructions Nos. 12 and 14 A are referred to this Office by the Department of Finance and the Office of the President, for comment and recommendation. In order to give justice to these officials and employees, the merits and demerits of their cases must be reviewed and the appropriate comments and recommendations be forwarded to the Office of the President thru the Secretary of Finance. For this purpose, a Screening Committee is hereby created to review the merits of the appeals and requests for reconsideration. The Committee shall be composed of the following: Dep. Com. Conrado P. Diaz Co-Chairman Dep. Com. Ambrosio M. Lina Co-Chairman Asst. Com. Lauro D. Abrahan Member Mr. Fidel S. Baares Member-Secretary The Member-Secretary of the Screening Committee shall receive all appeals and requests for reconsideration. He shall inform the Co-Chairman from time to time of the appeals or requests for reconsideration received and prepare the agenda of the Committee meetings. The Committee shall meet whenever necessary to pass upon the merits of the appeals or requests for reconsideration until all requests have been disposed of. The Member-Secretary shall take note of the proceedings and prepare the necessary comments and recommendations for the approval and signature of the Commissioner based on the decision of the Committee.
