October 22, 1999 REVENUE MEMORANDUM CIRCULAR NO. 72-99 SUBJECT : Resolution No. 39 of the House of Representatives TO : All Revenue Officials and Employees In its Resolution No. 39, adopted on May 23, 1996, the House of Representatives expressed its belief in the efficacy of prayer, and encouraged the Filipino people to habitually meditate and offer a silent prayer to God every day at noontime , wherever one may be , to invoke His wisdom and guidance , particularly for those in positions of authority . In so doing, the House avers, we shall be able to contribute to the achievement of peace and order, economic recovery and prosperity for our nation, and the spiritual renewal of the Filipino people, thereby transforming the Philippines into God's Light in Asia . In view of the ideals of this Resolution, and in support of the moral recovery of our nation, all revenue officials and employees are hereby encouraged to pray the following prayer at mid-day, and meditate silently: Almighty God , confer upon us Your blessings , so that we may , through impartial and effective enforcement of our country's revenue laws , propel the progress of our nation . In Your mercy , bestow upon the President , the Secretary of Finance , the Commissioner of Internal Revenue , and the entire BIR Family , the grace to continually work together in a spirit of brotherhood and fraternal love , for the upliftment of the quality of life of every Filipino , and the preservation of an orderly and peaceful society . In this manner, the Bureau Family shall be united in seeking God's mercy and guidance in the attainment of our goals, and of peace and prosperity for our beloved country. cdlex (SGD.) BEETHOVEN L.
