November 7, 1979 REVENUE MEMORANDUM CIRCULAR NO. 61-79 SUBJECT : Problem of Harassment Committed by or Against BIR Personnel TO : All Regional Directors For your information and guidance, there is quoted hereunder Revenue Special Order No. 91-79 dated November 7, 1979: "REVENUE SPECIAL ORDER NO. 91-79 "The exigencies of the revenue service so requiring, a Committee is hereby created to conduct a study on the problem of harassment reportedly being committed by or against BIR personnel. "The Committee shall determine how and in what form harassment can be or is being committed by revenue personnel against taxpayers and vice versa, with a view to finding ways and means by which the Bureau can prevent harassment of taxpayers by BIR men and extend assistance to revenue personnel who become objects of harassment by taxpayers. "The said Committee shall be composed of the following: Mr. Tomas C. Toledo Chairman Assistant Commissioner Mr. Ricardo J. Mateo Member Acting Assistant Revenue Service Chief (Inspection) Mr. Pedro S. Acua Member Chief, Assessment Branch RR 4-B, Quezon City Mr. Quintin A. Abat Member Revenue District Officer RD-32, Makati Mr. Angel J. Liwag Member Revenue District Officer RD-25, South Manila "The Committee shall submit its findings and recommendations not later than November 30, 1979. "This Order takes effect immediately. (SGD.) EFREN I. PLANA Acting Commissioner" In order to avail of the benefit of the views of as many officials as possible, the suggestions of Revenue District Officers on the subject should be solicited, and together with your own recommendations, should be submitted to the Committee for its consideration. The said suggestions and recommendations should reach the Committee not later than November 15, 1979 to give it ample time to carefully take into account all worthy suggestions and to incorporate them in the Committee's own report and recommendations. aisa dc EFREN I.
