August 25, 1999 REVENUE MEMORANDUM CIRCULAR NO. 59-99 SUBJECT : Observance of the Consumer Welfare Month from 01 to 31 October 1999 TO : All Internal Revenue Officers, Employees and Others Concerned Presidential Proclamation No. 1098 dated September 26, 1997 is entitled: "Declaring the Month of October of Every Year as CONSUMER WELFARE MONTH," a period during which concerted efforts for the assertion of consumer rights may be thoroughly discussed, planned and carried out. The same Proclamation mandated the National Consumer Affairs Council (NCAC), with the cooperation of both public and private sectors, including the media, to undertake programs and activities to ensure the successful observance thereof and to pursue thereunder such measures as may be necessary to effectively promote the interest and general welfare of the Filipino consumer. Attached is the letter of Executive Director Atty. Jaime C. Manuel, NCAC, dated August 9, 1999, to Secretary Edgardo B. Presidential Proclamation No. 1098 dated September 26, 1997 declares the month of October of every year as CONSUMER WELFARE MONTH, a period during which concerted efforts for the assertion of consumer rights may be thoroughly discussed, planned and carried out. The same Proclamation mandated the NCAC, with the cooperation of both public and private sectors, including the media, to undertake programs and activities to ensure the successful observance thereof and to pursue thereunder such measures as may be necessary to effectively promote the interest and general welfare of the Filipino consumer. For this year's commemoration, the NCAC has chosen this theme: "KONSYUMER PROTEKSYON: NASAAN NA TAYO NGAYON?" Consumer Protection: Where Do We Stand? We expect that consumer organizations/consumer-implementing and consumer-oriented government agencies, will assess how far the eight (8) basic consumer rights have been recognized nationally. With various activities to be launched, based on the agencies/organizations' own assessment of consumer protection in the Philippines, we are certain that the celebration in October will lead to a heightened awareness on the part of the consuming public and our Philippine Government that the eight basic consumer rights require continuous action. For this purpose, a National Technical Working Group, with NCAC as the Over-all Chair and the Department of Health, as the Chair, with members from government (including your Department) consumer, business and industry and other NGOs, was created to make the celebration a success.
