November 7, 1979 REVENUE MEMORANDUM CIRCULAR NO. 59-79 SUBJECT : Anonymous Complaints Against BIR Personnel TO : All Service Chiefs, Regional Directors, Division Chiefs, Revenue District Officers and others concerned Even before the projected revamp in our Bureau, this Office has been receiving numerous complaints, denunciations or derogatory information against revenue personnel. But the number of such complaints has noticeably increased when talks about reorganization surfaced. We have learned that this situation has given cause for alarm among our officials and employees. aisa dc In order to allay the fears of all concerned, it is hereby announced that as a matter of policy and in accordance with the Civil Service law, anonymous complaints on anyone in the BIR will not be entertained. However, when a complaint, although anonymous, carries a serious charge and contains specifications susceptible to verification, such a complaint shall be considered as a lead to be pursued but not as evidence of the offense or misconduct charged. In this connection, perhaps it bears repeating that as long as we perform our duties properly and in accordance with governing laws and rules, we have no reason to fear any complaint. There is, therefore, no substitute for honest and dedicated performance of duty as a shield against any form of complaint. EFREN I. PLANA Acting Commissioner
