November 2, 1972 REVENUE MEMORANDUM CIRCULAR NO. 59-72 TO : All Officials and Employees Concerned Quoted hereunder is Budget Memorandum Circular No. 128 dated October 17, 1972. "October 17, 1972 "BUDGET MEMORANDUM CIRCULAR NO. 128 TO : All Heads of Departments, Chiefs of Bureaus and Offices and Other Agencies of the National Government SUBJECT : Retirement Gratuities, Terminal Leaves and Other Benefits Pursuant to the Letter of Instructions No. 28, dated October 14, 1972, action on claims for retirement benefits and for the money value of accumulated vacation and sick leaves of officers and employees separated from the service in accordance with Letters of Instructions Nos. 11 and 14-A, dated September 29, 1972 and October 5, 1972, respectively, and payable by the respective offices shall be temporarily held in abeyance pending the determination of the total amount required to pay the same. In order to determine also the amount that may be needed to pay the retirement gratuities and the benefits that other employees who may wish to retire during the current fiscal year, it is requested, that all heads of departments, chiefs of bureaus and offices and other agencies of the national government shall submit to the Budget Commission on or before October 23, 1972, a list of retirable employees classified into five categories, as follows: 1. Those who were separated from the service as a result of the implementation of the Letters of Instructions Nos. 11 and 14-A, dated September 29, 1972 and October 5, 1972, respectively. Attached Enclosure No. I should be used for this purpose. 2. Those who are physically incapacitated to render further service, pursuant to Memorandum Circular No. 133, dated October 16, 1967, or those who have reached the age of 65 and wish to apply for retirement under the provisions of Section 12(c) of Commonwealth Act No. 186, as inserted by R.A. No. 1616, as amended by R.A. No. 4968. Attached Enclosure No. II should be used for this purpose. 3. Those who wish to apply for optional retirement under the provisions of Section 12(c) of Commonwealth Act No. 186, as inserted by R.A. No. 1616, as amended by R.A. No. 4968, but do not satisfy the requirements of Memorandum Circular No. 133. Attached Enclosure No. III should be used for this purpose. 4. Those who intend to retire under R.A. No. 660, as amended. Attached Enclosure IV should be used for this purpose. 5. Those who may be separated from the service or laid off as a result of the implementation of the Integrated Reorganization Plan promulgated under Presidential Decree No. 1, dated September 24, 1972. Attached Enclosure No. V should be used for this purpose. As to requirement No. 5, the list may be submitted as soon as the Implementing Details of the Integrated Reorganization Plan of the agency concerned are completed. (SGD.) F.
