August 25, 1999 REVENUE MEMORANDUM CIRCULAR NO. 58-99 SUBJECT : Declaring the Month of June 1999 and Every Year Thereafter as Philippine Book Development Month TO : All Internal Revenue Officers, Employees and Others Concerned For the information and guidance of all revenue officials and employees, quoted hereunder is Proclamation No. 120 dated June 25, 1999 by the President of the Philippines: "DECLARING THE MONTH OF JUNE 1999 AND EVERY YEAR THEREAFTER AS PHILIPPINE BOOK DEVELOPMENT MONTH WHEREAS, the Philippines recognizes the significant role of books in the intellectual, technical and cultural development of its people; cdlex WHEREAS, June 7, 1995 marks the signing into law of R.A. No. 8047, the Book Publishing Industry Development Act, and the beginning of liberalization in the various aspects of the book publishing industry which is geared at promoting the growth and development of book publishing; WHEREAS, R.A. No. 8047 envisions the promotion of book readership among the Filipinos, particularly the young through book fairs, exhibits or programs which enhance literacy and good reading habits; WHEREAS, the month of June had been declared as Philippine Book Development Month in 1997 and 1998; and, WHEREAS, there is need to conduct an annual national celebration to focus national attention on the important contribution of books in the economic and social growth of the country. NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of June 1999 and every year thereafter as the Philippine Book Development Month. During this period, the National Book Development Board is tasked to adopt measures and implement activities, including the allocation of its resources to realize the objectives of R.A. 8047. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
