July 23, 1999 REVENUE MEMORANDUM CIRCULAR NO. 54-99 SUBJECT : Submission of Contracts/Agreements on Infrastructure and Infra-related Projects Worth P50 Million and Above TO : All Revenue Officials and Others Concerned For the information and guidance of all revenue officials and employees, quoted hereunder is the Memorandum from the President dated July 12, 1999: "To promote greater transparency and full disclosure of projects, you are hereby directed to submit all your contracts on infrastructure and infra-related projects valued at FIFTY MILLION PESOS (P50,000,000) AND ABOVE. These shall include contracts, Memoranda of Understanding/Agreements (MOUs/MOAs), joint venture agreements (JVAs) and all other contracts that have been signed prior to this Administration but are currently being implemented or those that are about to be signed or implemented. This is further to my directives on submission of contracts and MOUs/MOAs (dated 25 January and 5 February 1999 respectively). Further, all policies requirements on contract submission (as specified in Memorandum Circular No. 25 and Presidential Directive dated 10 February 1999) shall apply. Submit said documents to my Office, through the Presidential Management Staff. For compliance. (SGD.)
