November 19, 1996 REVENUE MEMORANDUM CIRCULAR NO. 54-96 SUBJECT : National Office Christmas Chorale Competition '96 TO : All Revenue Officials and Personnel Concerned With the advent of the Christmas season, all Groups in the National Office shall participate in a " Christmas Chorale competition ". This event is intended to evoke and remind all revenue officials and personnel of the true message of Christmas which is unconditional love for everyone. The competition is intended also to foster the spirit of teamwork as well as harmony among our personnel and give due recognition to revenue personnel who are gifted with musical talents. The rules and guidelines are as follows: 1. Participation is open to all revenue personnel in the National Office following these groupings: Commissioner's Group Operations Group Resource Management Group Information Systems Group 2. Each choral group shall be composed of a minimum of fifteen (15) and a maximum of twenty five (25) members. The group may be all male, all female or combination of male and female members. Members should be officially included in the Plantilla or Current Personnel Strength of the Group they are representing. 3. The Coordinator of each Group shall submit to the Contest Committee the names of their employees who shall join the competition as shown in Annex "A" hereof not later than December 6, 1996. 4. Each Choral Group will be required to sing the "Contest Piece" entitled " Tatlong Alay sa Pasko " and another piece of its choice. The Choice Piece" should be a Filipino Christmas Carol. 5. The "Choice Piece" will be sung first to be followed by the "Contest Piece". 6. Singing will be with accompaniment or a capella. The Chorale Groups shall be responsible for the instruments/arrangements that will be needed in the competition. All concerned are enjoined to make the necessary arrangements to ensure that their plans are aligned with the plans of the Choral Group Committee and the other concerned groups. 7. The performance of each Chorale Group shall be judged for both "Contest Piece" and "Choice Piece" in accordance with the following: Contest Piece 60% Choice Piece 40% 8. Costume and choreography are encouraged as they are included in the Criteria for judging. 9. The members of the Board of Judges will come from distinguished and recognized members of the music groups and associations. The identity of the judges shall be withheld prior to the actual date of the competition. 10. Plaques of recognition and cash prizes will be awarded to the participating Groups. Certificates of Participation will be given to all chorale members. 11. The contest proper will be held on December 20, 1996 at 3:00 p.m. at the BIR Training Room, 10th Floor NOB. The rules and regulations for the contest are as follows: 11.1 All participants should be in the venue at least thirty (30) minutes before the start of the competition. Participants are required to bring and present their IDs for proper identification. 11.2 Each group is given a maximum of two (2) minutes to assemble on the stage and a maximum of ten (10) minutes for the actual performance. 11.3 The Criteria for the Christmas Chorale Singing Competition are as follows: a. Interpretation 30 pts. Phrasing Style b. Technique 30 pts. Projection Pitch Balance Diction c. Repertoire 20 pts. Suitability Quality d. Showmanship 20 pts. Stage Deportment (entrance/exit) Choreography Discipline Grooming/Costume ______ TOTAL 100 pts. 11.4 Point deductions will be made from the total score of the Choice Piece for the excess in the time allotted for the performance in accordance with the following schedule: Less than 1 minute 1 pt. 1 minute or more but less than 2 minutes 2 pts. 2 minutes or more but less than 3 minutes 3 pts. 3 minutes or more but less than 4 minutes 4 pts. 4 minutes and more 5 pts. The judges shall be informed of the excess by the officially designated timer. 11.5 The judges shall rank the contestants on the basis of the adjusted total. The adjusted total represents the score garnered by the contestant less any point deduction. The contestant garnering the highest score shall be ranked first. No two contestants should receive the same ranking . 11.6 In case of a tie, the Board of Judges shall resolve who among the contestants shall be ranked first, second or third by indicting their choices in writing. The group that will be chosen by the majority of the judges shall be proclaimed the overall winner. 11.7 All judges shall affix their signatures in the rating and tally sheets as well as in the paper showing their choices in case of a tie. 11.8 The decision of the Board of Judges is final and the Chairperson shall announce the winners.
